WORKS/CITY ENGINEER WALNUT AVENUE STREET WIDENING During the week of Februar~ 25th, the City Staff began work on the plans for the widening of Walnut Avenue easterly of Redhill Avenue. As the field work was pro- ceeding, contact was made with Mr. Matt Nisson, who is the property owner immedi- ately north of the proposed project. After reviewing the plan (alternate 1) which was proposed by Staff with Mr. Nisson, a concern was voiced by Mr. Nisson that the project encroached too close to his parcel of land. This plan and all other alternates are within the existing street right of way which extends 33 feet northerly of the centerline or 65 feet norther- ly of the southerly curb. Since Mr. Nisson has expressed his concerns over the widening p?oject,' Staff has review four additional alternates to the one initially proposed. Thes'e alternates are discussed in detail as follows: Alternate l' This alternate is the one originally proposed by Staff. This alternate requires the removal of 24 Orange trees, 1 Walnut tree, a clump of Banana trees, the trimming of three Orange trees and several Avocado trees, the relocation of a fruit stand used for the sale of Oranges and Avocados and the relocation of a wire fence. This alternate will provide for two eastbound travel lanes, a left turn lane for westbound traffic, two westbound travel lanes and a pedestrian path and utilizes all but 3 feet of the existing street right of way. Alternate 2 - This alternate requires the removal of 14 Orange trees, a Walnut treet, a Banana tree, the trimming of some Aw~cado trees, 10 Orange trees and the relocati, on of a fruit stand used for the sale of Oranges and Avocados and the.re- location of a wire fence. This .a~ter~ate w~ll.provide for one travel lane for eastbound traffic, a left turn. lane for westbound traffic, two travel lanes for westbound traffic and a pedestrian path and utilizes all but 7 feet of the exist- ing street right of way. Alternate 3 ' This alternate requires th~.re~oval of 12 Orang~ t~ees, the trim- ming of som~Avocado trees, minimal trimming on a. Walnut tr~e and Banana tree, and the relocation of a fruit stand used for the sale of Ora~ge~.~nd Avocados. This alternate will provide two eastbound travel lanes, two westbound travel lanes and a pedestrian path an~ utilizes all but 13 feet of the~existing street right of way. ' Alternate 4 .- This alternate requires the removal of 1'2 Orange trees, the trim- ming of some Avocado trees, ~he relocation of a fruit stand used 'for the sale of Oranges and Avocados. This ~lternate will provide for one travel lane for east- bound traffic, two travel lanes for westbound traffic and a pedestrian path and DAN BLANKENSHIP March 3, 1980 Page 2 utilizes all but 15 feet of the existing street right of way. Alternate 5 - This alternate is a no project, which'would leave everything as it exists. Walnut Avenue easterly of Redhill Avenue presently carries a total of 13,300 cars a day. The heaviest traffic occurs in the morning and early evening peak hours. The existing street widths provide for only one lane of traffic in each direction. As a result of this constriction, many motorists either turn left at Oxford Avenue and utilize the Tustin Meadows loop street as an alternate route to Redhill Avenue, or they turn right at Silverbrook Drive and utilize these local streets as an alternate route. The implementation of alternates 1 or 3 would require the striping of another travel lane for the entire length of Walnut Avenue and the removal of all on- street parking on both sides of the street. Staff's recommendations are prioritized as follows: 1. Alternate I 2. Alternate IV 3. Alternate V It is requested that the City Council provide the Staff'with some direction as to which alternate they should proceed with after hearing Mr. Nisson's input in the public concern portion of the Agenda.
