BIKEWAY AND PEDESTRIAN PATH WITHIN ATCHISON, TOPEKA AND SANTA FE
RAIEROAD RIGHT-OF-WAY
The City has received a recommendation from Mr. Dennis L. Wills (copy attached) for
the construction of a Bike and Pedestrian Path within the A.T. & S.F. Railroad right-
of-way between Sycamore Avenue and a point northerly of the Santa Aha Freeway.
Mr. Wills' reco~endation is a good solution for an alternate route to Redhill
Avenue. However, many of the student cyclists or pedestrians will still continue to
use Redhill Avenue if it is the shortest route. Most likely, everyone westerly of
Browning Avenue would continue to use Redhill Avenue.
This proposed bike/pedestrian facility within the A.T. & S.F. right-of-way does pre-
sent some problems which are outlined below:
The right-of-way is not under City jurisdiction an~ would require either
an easement frn~ .... the railroad or the purchase of the right-of-way by the
City.
These railroad tracks are considered an active rail line by both the A.T.
5 S.F. Railroa~ and the Public Utilities ComMission (P.U.C.). The dual
use of this right-of-way for both railroad and bike/pedestrian path would
require approval from both of these agencies.
3. The bridge spanning the Santa Ana Freeway (I-5) does not appear to be
wide enough to accommodate both users per P.U.C. re§ulations.
Several residence which are adjacent to this proposed facility would be
affected with respect to the following: noise, trash, easier access for
vandals, burglars, etc., and illegal use of motorcycles.
Two similar type projects proposed by the County of Orange have been in
the northern part of Tustin and within the City of Orange, and have been
rejected by the residents residing adjacent to the project.
RECOMMENDATION:
If the City Council is desirous of pursuing this project, it is requested that
Staff be directed to investigate the following:
1. Send a questionaire to the residents adjacent to the proposed project
within the Tustin Meadows, Peppertree, Laurelwood developments and

westerly of the A.T. & S.F. Railroad right-of-way between Browning
Avenue and the Santa Ana Freeway requesting their response as to
whether a Bike and Pedestrian Facili~ty adjacent to their properties
would be acceptable.
2. Contact the A.T. & S.F. Railroad and P.U.C. as to whether the joint
use of the railroad right-of-way would be acceptable to each agency,
or whether it is the intent of the railroad to discontinue the rail
useage on this line.
It is also suggested that item number one (contact with the affected residents) be
completed prior to pursuing item number two.

The only big street crossings required would be at Walnut
Avenue and the Redhitl-Laguna intersection. This pathway
would also provide Tustin's jaggers and cyclists a safe alter-
native te the busy streets for their exercise. With the dangers
inherent fn the mixing of bike~ pedestrian, and auto traffic
on the grossly overcrowded Red Hill Avenue, ft is imperative
that alternatives such as this proposal be given serious con-
sideration.
