HomeMy WebLinkAboutNB 2 FILL VACANCY 02-04-80DATE: JANUARY 25, 1980 NEW BUSINESS Inter-eom TO: FROM: SUBJECT: DAN BLANKENSHIP, CITY ADMINISTRATOR BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER REQUEST TO FILL AUTHORIZED VACANCY AND FOR ADDITIONAL MAINTENANCE PERSONNEL This memo is a request to fill an authorized position of Custodian, which has been vacant for the past few years and to add an additional position of Maintenance Worker I, within the Maintenance Department. Each of these positions will be discussed in detail below. Custodian Since and including the 1977-78 Budget Year, four (4) custodian positions have been authorized within the Maintenance Department with only three of these positions being filled. The additional position was utilized for overtime work among the three em- ployed custodians. These four positions include: 1 Senior Custodian 3 Custodians This request is for the hiring of a custodian which will bring the total to the authorized four positions. It is also requested that this recruitment and hirihg take place at the earliest practical date. It has become apparent that there is a definite need to fill this position at the present time. One of the three custodian positions is utilized to maintain the City park restrooms and the janitorial services at the Maintenance Facility. This leaves two custodians to cover the City Hall Fa- cilities and the Community Building. It is also assumed that we will be adding the Tustin Water Works Facilities in the near future which will increase the workload. The Community Building is the center of our problem. This building has extensive use on the weekends from early morning to late evening and usually without adequate City supervision and maintenance with the present staffing. It would be the intent to make a custodian in charge of this building operation during its rental hours on the weekends and weekday evenings. Most of the damage and/or abuse to the Community Building has occurred at these times. Recently, both the Community Building and the Council Chambers have been found on Monday mornings with the doors unlocked, prop- ped open and all lights left on. Most of the damage or misuse of these facilities occurs during the weekend rentals. Attached is a use scheduling for the month of January for each building which indi- cates that one additional individual could not cover all of the hours of useage. However, with some overtime hours with existing personnel, the additional custodian, and reducing the hours of useage from 2:00 a.m. to l:O0 a.m., it is felt that the supervision and maintenance can be accomplished. There have been some conmunication problems between the custodial staff and the Parks and Recreation staff in the past which has led to some of these problems. DAN BLANKENSHIP January 25, 1980 Page 2 Therefore, with the supervision and maintenance of the facility useage assigned to one Staff, its operation should result in a greater benefit to the City and the facility users. I am not totally familiar with the present schedule of rental fees for these facilities, but perhaps a re-evaluation is necessary with our present day eco- nomic situation to insure that the users of the facilities are paying for their use rather than being subsidized by City taxpayers. RECOMMENDATION #1 It is recommended that the following items be authorized: 1. Fill the authorized vacancy of the Custodian position. 2. Restrict hours of useage from 2:00 a.m., or sometimes later, to' no later than 1:00 a.m. ~ 3. Transfer all Facility supervision during rental hours to the Custodian Staff. 4. Schedule periodic open dates for non-routine building maintenance such as carpet cleaning, painting, etc. 5. Re-evaluation of breakage and clean-up deposits. 6. Retention of clean-up deposits a minimum of one week or until re- leased by Custodial Staff. Maintenance Worker I Durin~ she 1980 calendar year, the City will be adding approximately 28,770 S.F. (0.66 acres) of landscaped median islands for maintenance. A breakdown of the areas are as follows: Newport Avenue-Irvine Boulevard to McFadden AYenue .............................. 14,450 S.F. (0.33 acres) Walnut Avenue-Jamboree Road (future) to Myford Road ............................... 14,320 S.F. (0.33 acres) The City is presently maintaining the following landscaped areas: Parks ........................................ 29.2 acres Landscaped Medians & Parkways ................ 143,945 S.F. (3.30 acres) Other Miscellaneous Areas .................... 184,026 S.F. (4.2 acres) Staff coverage on these areas are minimal at the present time. In addition, there will be a small area at the Water Works Facilities to be included in the above figures. The City has established a permanent Dial-A-Ride Bus System to serve the community with the employment of one (1) full-time Bus Driverand a Clerk-Typist that works one-half time at dispatching and one-half time at clerical duties within the Main- tenance Department. From the time the Bus System was initiated until the present, we have utilized the two sweepter operators and their back-up operator as back-up for the bus driver. These individuals are required to have a Class II Driver's License. The sweeper operators also perform all of the trash hauling duties to DAN BLANKENSHIP January 25, 1980 Page 3 the disposal sites. Therefore, when the sweeper operators are sick or working as a back-up bus driver, the sweeping operation gets shut down. Any shut down of street sweeping could be a source of many citizen complaints as it has been in the past. It is the intention to utilize the additional Maintenance Worker I position in a dual position as follows: Primary duties would be in the landscape maintenance area until there was a need for him to serve as a back-up Bus Driver or Sweeper Opera- tor. A requirement of this position would be the possession of a Class II Driver's License. Due to constant vacancies within the department, there is adequate funding in the salary account for the 1979-80 Budget to cover the cost of adding this posi- tion as a full-time employee for the remainder of 1979-80 Budget year. RECOMMENDATION #2 It is recommended that one (1) additional position of Maintenance Worker I (and back-up Bus Driver) be authorized for the Maintenance Department and that re- cruitment and hiring procedures commence as soon as feasible.
