Dear Senator Briggs:
On behalf of the City Council I urge your support and endorsement
of the establishment of a local PERS office in Orange County at that
time when the Orange County PERS budget is under discussion by the
Senate Finance Committee. Attached for your review is a copy of the
Orange County Division of League of California Cities' Resolution #
7920, which strongly supports the establishment of an Orange County
PERS office as an important first step in an effort to alleviate some
of the unmet needs of PERS members in Orange County.
The Orange County PERS area is currently served through the San Diego
Field office, and this service is on a fixed schedule appointment basis
and very limited; also, geographically and logistically, it is becoming
more and more difficult to service as Orange County continues to expe-
rience growth, not only in active PERS members, but also in the increase
of retired PERS members moving into the Orange County area.
We hope you will concur with our position and join us in support and
endorsement of a local PERS office in Orange County.

LEAGUE OF CALIFOF~;IA CITIES, STRONGLY SUPPORT-
ING THE ESTABLIS}L~.tENT OF AN OPJ~NGE COUNTY OFFICE
OF THE PUBLIC EMPLOYEES P~ETIREME:~T SYSTEM (PEPS)
IN ORDER TO BETTER SERVICE TIIE 55,000 ~.[EI-SBERS
IN THE ORANGE COUNTY 7.REA.
WHEREAS, the Labor Relations Advisory Com/~.ittee of the Orange County Division,
League of California Cities, has explored alternatives and methods for PERS service
improvement in Orange County and has recommended support of the establishment of
an Orange County office; and
WHEPSAS, strong statements of the need for improved service have been sent
to PERS by Orange County cities, schools and employee organization representatives;
and
WHEREAS, the number of PERS Orange County Area members totals 55,000 and
exceeds the 40,000 PERS San Diego area members (where a PERS office is located);
and
WHEREAS, agencies contracting with PERS now total more than forty in the Orange
County Area; and
~5~REAS, the agency contracts now have different provisions relating to cover-
age lea~ing to specialized complex contract administration.
~OW, THE~FOF~, BE IT RESOLVED that the Orange County Division, League of
California Cities, strongly supports the establishment of an Orange County Office
of the P~ublic Zmployees Retirement System as an im?ortant first stcD. in res[~onding
to %he unmet needs of PERS members in the Orange County Area.
~E IT FURTHER RESOLVED that the Executive Director of the Division he directed
to fo~:ard copies of this resolution to Governor Bro'~, PERS Board Members, our
Orange County Legislative Delegation, and other legislators involved in making the
necessary appropriation.
