CALL TO ORDER
ROLL CALL
PUBLIC INPUT - Members of the public may address the City Council on items on the
Closed Session Agenda.
CLOSED SESSION - The City Council shall convene in closed session to:
1. Confer with the City's labor negotiator, Arlene Marks, Director of Human Resources,
regarding Tustin Police Support Services Association (TPSSA), Tustin Municipal
Employees Association (TMEA), Tustin Police Management Association (TPMA), Tustin
Police Officers Association (TPOA), pursuant to Government Code Section 54957.6
2. Confer with the City's real property negotiator for property acquisition and litigation
Agency Negotiator: Assistant City Manager; Negotiating Parties: City of Tustin and
Carolyn Louise De Nicola, as Trustee of the B Trust of the De Nicola Family Trust for
property at 235 E. Main Street; and Walter and Marilyn Emery for properties at 280-284
E. Third Street, 320-324 S. Preble Drive and 330-334 S. Preble Drive Under Negotiation:
Price and terms pursuant to Government Code Section 54956.8
3. Confer with the City's real property negotiator for Property: Parcel 34; Agency
Negotiator: Assistant City Manager and Special Counsel Gilchrist & Rutter; Negotiating
Parties: City of Tustin and Salvation Army; Under Negotiation: Price and terms pursuant
to Government Code Section 54956.8
4. Confer with the City Attorney about significant exposure to litigation pursuant to
subdivision(b)(2)(A) of Government Code Section 54956.9, one (1) case

FIRST PUBLIC INPUT - At this time members of the public may address the City Council regarding any
items not on the agenda, and within the subject matter jurisdiction of the City Council (no action can be taken
on off-agenda items unless authorized by law). If you wish to address the City Council on any matter, please
fill out one of the blue forms located on the speaker's podium and submit to the City Clerk so that your
remarks on the digital recording of the meeting can be attributed to you. When you start to address the City
Council, please state your full name for the record. Total time allotted for public input on non-agenda items is
limited to thirty (30) minutes to one (1) hour, at the discretion of the presiding officer. A speaker may not
relinquish hedhis time to another speaker. A Public Input portion is provided both at the beginning and end of:
the meeting.
CONSENT CALENDAR
All matters listed under Consent Calendar are considered routine and will
be enacted by one motion. There will be no separate discussion of these
items prior to the time of the voting on the motion unless members of the
Council, staff or public request specific items be discussed and/or
removed from the Consent Calendar for separate action.

1. APPROVAL OF MINUTES - OCTOBER 20, 2003 REGULAR MEETING
Recommendation: Approve the City Council Minutes of October 20, 2003
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $275.00, $526,656.99,
$787,627.48 and reversals in the amount of $8,246.83 and ratify Payroll in the amount
of $488,952.44
3. PLANNING COMMISSION ACTION AGENDA
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of October 27,
2003.
4. CONSIDERATION OF CLAIM OF ANNE TUNG, CLAIM NO. 03-33
Recommendation: After investigation and review by City Attorney's office and the
City's Claims Administrator, it is recommended that the City Council deny the claim and
direct the City Clerk to send notice thereof to the claimant and the claimant's attorney.
5. CONSIDERATION OF CLAIM OF SOUTHERN CALIFORNIA EDISON, CLAIM
NO. 03-31
Recommendation: After investigation and review by City Attorney's office and the
City's Claims Administrator, it is recommended that the City Council deny the claim and
direct the City Clerk to send notice thereof to the claimant and the claimant's attorney.

6. COMMUNITY CENTER ACOUSTICAL IMPROVEMENTS RESOLUTION NO.
03-126; ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION
TO FILE NOTICE OF COMPLETION
Recommendation:
1. Adopt Resolution No. 03-126:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE
COMMUNITY CENTER ACOUSTICAL IMPROVEMENTS
2. Authorize the recordation of the Notice of Completion, and direct the City
Clerk to:
A. Release the Labor and Materials Bond no sooner than thirty-five (35) days
after the date of recordation of the Notice of Completion; and
B. Release the Faithful Performance Bond no sooner than one year after the
date of recordation of the Notice of Completion.
7. POLICE MOTORCYCLES REPLACEMENT BID
Recommendation: That Council awards the bid for two 2004 Police BMW
motorcycles to A & S Motorcycle Parts, Inc. of Roseville, California in the amount of
$19,965.61 per unit
8. APPROVAL OF THE ORANGE COUNTY SANITATION STORM WATER
PROGRAM DRAINAGE AREA MANAGEMENT PLAN (DAMP) AND THE CITY'S
LOCAL IMPLEMENTATION PLAN (LIP)
Recommendation: Approve the Orange County Storm Water Program 2003
Drainage Area Management Plan (DAMP) and the City's Local Implementation
Plan (LIP)
9. AUTHORIZATION TO PERMIT TWO SPECIAL EVENTS AT OLD TOWN:
CHILDREN'S BOOK FESTIVAL AND ANTIQUE CAR SHOW
Recommendation: Grant facility use and public street permits upon the successful
completion of the applications and meeting conditions of approval for the Old Town
Children's Book Festival and the Antique Car Show.

10. APPROVAL OF ORDINANCE NO. 1275 AMENDING CHAPTER 9 OF ARTICLE 4
OF THE TUSTIN CITY CODE TO COMPLY WITH THE SANTA ANA REGION
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES)
MUNICIPAL STORM WATER PERMIT
Recommendation by the Public Works Department to introduce and have first
reading by title only of the following Ordinance:
ORDINANCE NO. 1275- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING CHAPTER 9 OF ARTICLE 4 OF THE
TUSTIN CITY CODE TO COMPLY WITH THE SANTA ANA REGION NATIONAL
POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) MUNICIPAL STORM
WATER PERMIT FOR THE CITY OF TUSTIN
11. APPROVAL OF ORDINANCE NO. 1280 AMENDING ARTICLE 8, CHAPTER 9
OF THE TUSTIN CITY CODE TO COMPLY WITH THE SANTA ANA REGION
WATER QUALITY CONTROL BOARD NATIONAL POLLUTANT DISCHARGE
ELIMINATION SYSTEM (NPDES) MUNICIPAL STORM WATER PERMIT
Recommendation by the Community Development Department to introduce and
have first reading by title only of the following Ordinance:
ORDINANCE NO. 1280 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, AMENDING CHAPTER 9 OF ARTICLE 8 OF THE TUSTIN CITY
CODE TO ADOPT PROVISIONS RELATING TO GRADING AND EXCAVATION
SECOND PUBLIC INPUT - At this time members of the public may address the City Council, the Tustin
Community Redevelopment Agency, and any other City of Tustin agency, regarding any items not on the
agenda and within the subject matter jurisdiction of the City Council acting as the City Council for the City of
Tustin and as the Board of Directors for the Tustin Community Redevelopment Agency and any other City of
Tustin agency. No action can be taken on off-agenda items unless authorized by law. If you wish to address
the City Council on any matter, please fill out one of the blue forms located on the speaker's podium and
submit to the City Clerk so that your remarks on the digital recording of the meeting can be attributed to you.
