SUBJECT: POLICE MOTORCYCLE REPLACEMENT BID
SUMMARY:
A purchase of two Police motorcycles is necessary to replace existing end-of-lease
motorcycles.
RECOMMENDATION:
That Council awards the bid for two 2004 Police BMW motorcycles to A & S Motorcycle
Parts, Inc. of Roseville, California; in the amount of $19,965.61 per unit.
FISCAL IMPACT:
$39,931.23. Budgeted funds in the Equipment Replacement Fund.
BACKGROUND:
Two police motorcycles were slated for replacement as the result of a BMW Motors "buy
back" lease contract in Fiscal Year 2003-2004. According to the contract agreement,
after three years or 60,000 miles (whichever comes first), BMW will refund the City of
Tustin $9,000 per motorcycle. The refunded amount can then be used to purchase
replacement leased motorcycles. The lease period for Motor Units 3442 and 3448 is
approaching, and the units need to be turned in per the contract.
The California Highway Patrol completed a bid process for Police motorcycles and they
concluded that the BMW motorcycle is the best and safest motorcycle for municipal law
enforcement work. In addition, our specifications mirror those of the CHP. By
participating in the "buy back" lease program, the City of Tustin is saving money
towards the replacement of new leased motorcycles. Currently, A & S Motorcycle
Parts, Inc. is the only dealership in California authorized by BMW to lease motorcycles
under the three year or 60,000 miles refund/lease program.

We request your authorization to utilize the CHP bid and continue to lease two
replacement BMW Police motorcycles from A & S Motorcycle Pads, Inc.
