HomeMy WebLinkAboutOB 3 YORBA ST WIDENING 1-21-80DATE: JANUARY 15, 1980 OLD BUSINESS No. 3 ' 1-21-80 ln e -Com TO: FROM: SUBJECT: DAN BLANKENSHIP, CITY ADMINISTRATOR BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER YORBA STREET WIDENING PROJECT (FILE #2415) As discussed at the City Council meeting of December 17, 1979, a meeting with the residents and/or property owners along Yorba Street between First Street and Irvine Boulevard was held to discuss the proposed street widening project. Several items of concern outlined at the December Council Meeting were discussed. These items are recapped below with the Staff response to the citizens: Devaluation of property. Any devaluation of the affected properties would be included within the appraisals of the properties such as severance damage, loss of improve- ments or trees/shrubs. Payment in dollars would then be made to each property for any such devaluation. Noise, fumes and pollution impact. There would be a possible reduction of noise, fumes and pollution due to a smoother flow of traffic. No project would create more congestion, resulting id an increase in these concerns. Loss of trees and shrubs. The loss of trees and shrubs would be mitigated with the planting of approximately 15 new parkway trees (15 gallon size). o Traffic Control a. Prohibition of Trucks. It would be Staffs recommendation to not prohibit trucks. Any pro- hibition would be illegal if the structural and geometrical sections of the street were adequately designed to carry truck traffic. b. Plans for one-way street. No plans have been considered to convert Yorb~ Street to a one-way street. Initial reaction was that it would be difficult to select another arterial road such as Tustin Avenue or Prospect Avenue as the other one-way street without impacting additional areas of the community. c. Traffic signal synchronization at Irvine Boulevard. The City has an approved Federal Aid Urban (F.A.U.) project sched- uled for 1981-82 to provide an interconnected traffic signal sys- tem along Irvine Boulevard between Yorba Street and Redhill Avenue. This project should help reduce the congested traffic flow along Irvine Boulevard. DAN BLANKENSHIP January 15, 1980 Page 2 do Parking restrictions on-street. There is no plan to prohibit parking along Yorba Street after widening, except within areas near the First Street and Irvine Boulevard intersections, as it presently exists. In the event the street is not widened in its entirety, it may be necessary to prohibit on-street parking to provide addi- tional travel lanes, which would be substandard in width. Setback of buildings resulting in substandard distances. The lots on the easterly side of the street are already substand- ard at 50' width in lieu of 60' and 6027± S.F. in lieu of 7200 S.F. of area. The setback would be 15±' in lieu of 20' Single family would still be a permitted use and the proposed change would not affect permits, etc. o Review of E.I.R. An E.I.R. was not prepared. Pursuant to the California Environ- mental Quality Act (C.E.Q.A.) a Negative Declaration was filed in December, 1977, on this project. Time schedule for appraisals. It is anticipated that appraisals of the property will con,hence within a week after final determination has been made as to whether the project will be constructed. There were nine of a possible thirteen representatives of property owners at this meeting. The general con~nsus of these individuals was that they did not want Yorba Street to be widened at this time. The residents have formulated some ideas regarding the project and will be making a presentation to Council on January 21, 1980, during the 7:30 p.m. portion of the meeting. At this time the Council will probably need to take an action as to whether they desire to proceed with the pro- ject or delay until a future date. In the event the project is delayed to a future date, it is suggested that the $61,700 budgeted for this project be transmitted to a street maintenance program and perhaps supplemented with additional funds, so that another Maintenance pro- gram can be completed this fiscal year.
