CONTRACT TIME EXTENSION - TRAFFIC SIGNAL INSTALLATIONS AT
EL CAMINO REAL AT MAIN STREET, EL CAMINO REAL AT FIRST
STREET, FIRST STREET AT CENTENNIAL WAY
The contractor for the subject contract has requested a time extension to this
contract in the amount of 55 days, due to his suppliers being unable to deliver
materials and equipment within the designated contract period.
The contract completion dates are recapped as follows:
Contract starting date ................................ August 13, 1979
Contract time allowance ............................... 120 calendar days
Original contract completion date ..................... December ll, 1979
Additional time requested ............................. 55 calendar days
Adjusted contract completion date ..................... February 9, 1980
It is standard practice in the traffic signal equipment industry that controllers,
poles and signal indicator heads are not standard inventory items. This practice
normally results in delays of material and equipment deliveries by the suppliers.
A letter of concern has been received from the E1 Camino Real business people re-
garding the signing related to this traffic signal project. A copy of this letter
and a separate Staff report is attached for your information.
RECOMMENDATION:
It is recommended that the Tustin Community Redevelopment Agency at their meeting
of January 7, 1980, authorize a time extension of 55 days to the contract with
Grissom & Johnson, Inc., for the installation of traffic signals at the inter-
sections of E1 Camino Real at Main Street, E1 Camino Real at First Street and
Centennial Way at First Street.

EL CAMINO REAL BUSINESS AREA SIGNING
The attached letter has been received from Dr. Walter Flaherty representing the
E1 Camino Real Businessmen's group and addresses their major concerns about sign~
lng in the E1Cami~no Real area.
Dr. Flaherty has apparently seen the installation of the traffic signal standards
at First Street and Centennial Way with the street signs attached to the new
standards. This intersection is a part of a total project consisting of the fol-
lowing work:

First Street @ E1Camino Real
Install new traffic signal safety lighting and signing ..... $41,000.00
Main Street @ E1Camino Real
Install new traffic signal safety lighting and signing ..... $47,700.00
These intersections were included into one contract so as to reduce the contract
admistration cost and to hopefully secure a more economical construction cost by
utilizing one contractor in lieu of three separate contractors.
The signing at each of the intersections will provide for street signing similar
to that which has been installed at Centennial Way. This signing will be approx-
imately 8" white letters on a green background and is internally illuminated for
evening hours. In addition to this street signing at E1Camino Real and First
Street, an additional directional sign for the I-5 Freeway will be provided for
visual display to eastbound and westbound First Street motorists. This sign will
also be illuminated for evening hours.
The contractor for these installations has indicated that there is a delay in the
delivery of the signal standards to which the equipment is attached. Pumco, the
supplier, has indicated that the poles will be delivered about the second week of
January, 1980. At this time the project can be completed.
The City has no control over the order in which the contractor installs the signal
standards and signing, unless a timing sequence is indicated in the initial bid
package. In this project, no timing sequence was specified because this usually
increases the bid price for the project.
There is a general misunderstanding between Dr. Flaherty and the City regarding

the intersections listed in the second paragraph of his letter. Signing will be
installed at First Street and E1Camino Real as previously mentioned with the
current contract. Signing will be installed at Newport Avenue and El Camino Real,
but not with the present contract. This signing is included with the Newport
Avenue Interconnect project which is being funded by the Federal Aid Urban (F.A.U.)
program (86% Federal - 14% Local funding). These plans are being processed
through CalTrans and Federal Highway Works Administration (FoH.W.A.) and hopefully
will be advertised for bids in March-April, 1980. No signing has been programmed
at the intersection of Red Hill Avenue and Laguna Road (designated as E1Camino in
Flaherty's letter). This area is outside the limits of the Redevelopment Agency
and could be funded with either general fund, gas tax or revenue sharing funds.
If desired, this project could be included within the 1980-81 Capital Improvement
Budget. The estimated cost for this intersection improvement is approximately
$60,000.00.
