HUSTON, CITY MANAGER FROM: PATRICK SANCHEZ, DIRECTOR, PARKS AND RECREATION SERVICES SUBJECT: AUTHORIZATION TO PERMIT FOR TWO OLD TOWN SPECIAL EVENTS: CHILDREN'S BOOK FESTIVAL AND ANTIQUE CAR SHOW SUMMARY Authorization from the City Council is required for the utilization of public streets in Old Town for two special events. The Children's Book Festival, proposed for April 4, 2004, and the Antique Car Show, proposed for July 25, 2004, have completed preliminary permit applications for events in Old Town RECOMMENDATION Grant facility use and public street permits upon the successful completion of the applications and meeting conditions of approval for the Old Town Children's Book Festival and the Antique Car Show. FISCAL IMPACT The cost for City services would be paid by the two event organizers. The Parks and Recreation Department, the Police Department and the Public Works Department provide services to assist the production and logistics for a safe Children's Book Festival and an Antique Car Show along El Camino Real. The Police Department cost per event is between $3,200 and $3,400; the Public Works cost per event is between $2,500 and $3,000; and the Parks and Recreation cost per event is between $800 and $1,000 in labor assistance. BACKGROUND The Old Town Children's Book Festival, to be held on Sunday, April 4, 2004, is intended to attract children to experience the magic of books, encourage literacy, and promote community participation during an afternoon festival. Approximately 10% of the proceeds of revenue generated from sponsors and booths will be donated to a children's charity. The Old Town Antique Car Show, scheduled for Sunday, July 25, 2004, will involve a minimum of 200 cars displayed by private car owners in a competition and awards format. The promoters are Dennis McGillis and Jim Bartolomucci. Both events will be required to enter into agreements with the Tustin Old Town Association and the Chamber of Commerce to support the event. Neither event is requesting any fee waivers at this time, seeking only City Council authorization to continue with the permit process. Parks and Recreation Services
