SUBJECT: AWARD OF BID - BRUSH CHIPPER
The attached memo is a recap of bids received from three (3) companies for the pur-
chase of a brush chipper to replace the 10 year old equipment presently in operation.
As indicated, an amount of $9,010.00 has been appropriated in this years non-depart-
mental budgetaccount number 9340.
I concur with Hugh West for the purchase of the Asplundh Model Jey 16" brush chipper
with the diesel engine option at a total price of $8,683.00, based upon the benefits
of a quieter operating noise level and fuel economy and/or availability.
RECOMMENDATION:
It is recommended that the Tustin City Council at their meeting of January 7, 1980
award the bid for a 16" brush chipper in the amount of $8,683.00 to Asplundh Equip-
ment Corporation.

Purchase of New Chipper
$9,~10.00 was budgeted in the current Maintenance Department budget to
replace the 10 year old chipper we have.
We requested vendors to bring their chippers (16 inch size) to our yard
for us to see and evaluate in its construction and try out its performance
and a written bid proposal to the city on the machine.
We have looked at 4 different makes, howevez, only 3 submitted proposals.
We had requested the bids be based on taking our old chipper in trade
as we felt we could get the best price for it this way.
The bids were as follows:

The same machine as above is offered with an optional extra, a 4 cylinder
Perkins Diesel engine for an additional, $954.00 making a total price of
$8,683.00.
In evaluating the three machin~sI feel that the FMC machine at $6,518.00
bid price is a good value and the engineering and workmanship is good
and like all machines has some excellent features over the other machines
and it also has some that are not as good as the others. The old machine
we have now is a FMC.
The Asplundh is an equally well engineered machine with excellent workman-
ship and w~th some desirable features that FMC does not have. One being
the option of diesel power that none of the others offered. We tested the
machine on the job with the diesel engine and found it to be quieter in
my opinion than the FMC with gasoline power. Brush chippers are very
noisey machines so this is important as OSHA requires them this year to
have a noise level 50' from the machine of no more than 80 decibels.
The diesel motor consumes 50% less fuel per hour than the gasoline one
plus as present, 12 to 15 cents per gallon less for diesel than regular
gasoline. Our regular gasoline usage is very close to the ~ount we are
allocated to purchase, however, because of the diesel fire trucks we had
during the time in which our allocations were based, gives us an abu~ndance
of diesel fuel which makes diesel power very attractive to us not only
from the standpoint of economics but also the availability of the diesel.

The difference between the FMC low bid of $6,518.80 and the Asplundh
diesel chipper a $8,683.00 is a total of, $2,164.20.
Because of the great fuel effiency of the diesel and our good fortune
of having a better diesel supply than we do regular gasoline, I recommend
that we accept the bid of Asplundh Equipment Inc., for the Jey 16" chipper
with diesel power for the proposed bid price of.$8,683.00.
