ADOPTION OF RESOLUTION NO. 03-121 DESIGNATING RESTRICTED
PARKING AREAS AT THE CITY'S METROLINK STATION AT 2975
EDINGER AVENUE
SUMMARY
In order to provide sufficient parking within the City's Metrolink Station area for conducting official City
business, signs are proposed to be installed allowing parking at certain designated locations for
persons conducting official City business. The signs will indicate the appropriate California Vehicle
Code Section providing for enforcement of parking restrictions.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 03-121 designating restricted parking
areas at the City's Metrolink Station at 2975 Edinger Avenue.
FISCAL IMPACT
The cost for fabrication, printing and installation of the restricted parking signs is estimated to be
$200.00. Funds are currently available for the signs in the Public Works Department/Engineering
Division's Traffic Signs and Paint Budget (Account Number 402-6625).
BACKGROUND
Feedback has been received from the City's landscape contractor and City staff requesting
designated parking while providing maintenance services or traveling on official City business. In
response, staff has observed and counted the number of parked vehicles utilizing the Station and has
determined that there are times when the parking lot is full and convenient parking is unavailable for
people conducting official City business.
DISCUSSION
There are currently 320 parking spaces within the Metrolink Station parking lot, including handicap
parking spaces. Recently, on some business days the parking facility has been observed to be
generally full in the morning hours. As a result, City personnel that are on official City business have
begun expressing frustration with the difficulty in finding parking spaces. They have then had to park
in the adjacent commercial area complex and sometimes within no-parking areas.

Therefore, it is recommended that a resolution to designate restricting parking areas at the Metrolink
Station be adopted by the City Council. Section 22519 of the California Vehicle Code states: "Local
authorities may by ordinance or resolution prohibit, restrict, or regulate the parking, stopping or
standing of vehicles on any off-street parking facility which it owns or operates. No such ordinance or
resolution shall apply until signs giving notice thereof have been erected." Signs that have recently
been installed to notify of the parking restrictions will be modified to indicate the appropriate California
Vehicle Code Section providing for enforcement of such parking restrictions. An exhibit of the sign to
be placed at the Metrolink Station is attached for information.
The City will issue parking permits upon request at no cost to those individuals who conduct official
City business at the Metrolink Station. The permits will consist of small placards to be placed inside
the vehicle that will identify the vehicle as belonging to someone conducting official City business
while at the Metrolink Station.
The parking restriction will provide the much-needed parking area for those conducting official City
business while using the Metrolink Station. The proposed resolution is in compliance with the
California Vehicle Code and provides the Police Department with the appropriate means to enforce
the parking restriction.

RESOLUTION NO. 03-121
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, DESIGNATING RESTRICTED PARKING AREAS AT THE CITY'S
METROLINK STATION AT 2975 EDINGER AVENUE
WHEREAS; Section 22519 of the California Vehicle Code entitled "Regulation of
Off-street Parking", provides for the regulation of certain activities on City owned or
operated property upon the adoption of a resolution by the City Council; and
WHEREAS; the City Engineer has determined that the City's Metrolink Station at
2975 Edinger Avenue is primarily used for parking by people using the Station facilities;
and
WHEREAS; the City Engineer recommends that the City Council adopts a
resolution designating restricted parking at the Metrolink Station at 2975 Edinger
Avenue;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin does hereby resolve, order and determine as follows:
1. That restricted parking areas be designated at the Metrolink Station at 2975
Edinger Avenue pursuant to the provisions of the California Vehicle Code,
Section 22519.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 17th day of November 2003.
