MINUTES OF COUNCIL OF THE CITY OF TUSTIN IN
ADJOURNED MEETING, TUIESDAY APRIL 21, 1942.
Councilmen present; Wilson, Kiser, Logan, Kidd and Forney
City Attorney present, Preston Turner.
Minutes of meetIng held April 20, 1942, approved as corrected.
A motion by; Councilman Forney, seconded by Councilman Kidd
that bill of N. O. Sagraves be paid, was carried and so
ordered.
The Council then proceded to canvass the votes cast at
Tuesday, AprIl 14th, Tustin City Municipal Election, to
elect three (3) Councilman for a term of four (4) years,
and one (1) Coucilman for a short term of two (2) years,
and a City Clerk for the short term of two (2) years to
fill the four (4) year term of D. T. Hayden, resigned,
with the following results; Walter R. Rowlings, G. O.
Bixler and Kenneth J. Cawthon, having received the greater
number of votes cast for the four (4) year term, were
declared elected the Council for the four (4 year
term, and that J. L. Forney, having received the greater
number of votes cast for the two (2) year term was also
dec!ared to be elected to the two (2) year term, and
that Chas. E. Morris having received the greater number
of votes cast for the office of City Clerk, the Council
declared him elected to the short term of two (2) years.
RESOLUTION
ADOPTED Motion by Councilman Logan, seconded by Councilman Kiser
that Resolution 116 be adopted, carried and so ordered.
OATH OF OFFICE
GIVE NEW Taken by new Councilmen and City Clerk.
COUNCILMEN City Clerk Voyce then administrated Oath of Office to
CLERK incoming Councilmen--- Walter Rawlings, G. O. Bixler,
Kenneth Cawthon, J. L. Forney, and to the City Clerk-elect
Chas. E. Morris.
NEW OFFICERS
TAKE OVER Mayor Wilson then turned the meeting over to the New
Officers after a few remarks wishing them success.
ELECT MAYOR
The first business before the new Council was to elect
their president. The Clerk called for nominations and
G. O. Bixler moved and Kenneth Cawthon seconded, that
Jerome Kidd be nominated. No other nominations.
Roll call was all favorable for Jerome Kidd to become
Mayor, as the motion was carried it was so ordered by
the Clerk.
Mayor Kidd then made the following appointments to the
several Comissions;
Walter Rawlings ........... Police and Fire
G. O. Bixler ................... Street and Parks
K. Cawthon ................... Health and Sanitation
J. L. Forney ................... Utilities
There was then a discussion on the matter of the Constable
and Justice of the Peace keeping their office in the City
Hall. On the motion of Coucilman Cawthon, seconded by
Councilman Forney the matter was carried over to some
future date for action.
APPOINTMENT The appointment of a new Chief of Police then came up and
OF NEW CHIEF the Clerk read the application of Orlo Householder and an
OF POLICE application from Jack V. Clayborn, then read a letter
from Chief of Police Earl Lentz of Santa Ana, recommending
Mr. Clayborn. Coucilman Bixler moved that the Council
appoint Mr. Clayborn to the position and Councilman Cawthon
seconded, it was carried and so ordered.
APPOINT CITY It was moved by Councilman Rawlings and seconded by Council-
CLERK MORRIS man Forney that Chas. E. Morris be appointed City Judge to
CITY JUDGE serve at the discretion of the Council. Carried and so
ordered.
APRIL 21, 1942
RESOLUTION It was moved by Councilman Bixler and seconded by Councilman
117 ADOPTED Cawthon that Resolution 117 be adopted. The Resolution fixes
the salaries of City Judge at $50.00 per month and that of the
Chief of Police at $150.00 per month. Carried and so ordered.
CITY ATTORNEY
APPOINTED Councilman Rawlings placed the name of Geo. E. Bradley for
nomination for City Attorney, this was seconded by Councilman
Forney. Nominations closed and Geo. E. Bradley was unanimously
elected.
RESOLUTION Be it Resolved, that Geo. E. Bradley, be appointed City Attorney
118 of the City of Tustin, at the discretion of the Board.
Motion by G. O. Bixler, seconded by Walter Rawlings, that
Resolution 110 be adopted, carried and so ordered.
It was moved by Councilman Forney and seconded by Councilman
Bixler, that the Radio Set on John Stanton's car be returned
to the City of Santa Ana. Carried and so ordered
It was moved by Councilman Rawlings and seconded by Councilman
Bixler, that the Clerk and the Mayor be authorized to make the
necessary arrangements to install the equipment on the Chief
of Police car. Carried and so ordered.
COMMEND FIRE
DEPT. Motion by Councilman Rawlings, seconded by Councilman Forney,
that the Clerk be instructed to write the Fire Dept., and
express the satisfaction of the board, of their organization
as it is now set up and hope there would be no change.
Carried and so ordered.
INTRODUTION The new Chief of Police, Jack Clayborn, and new City Attorney,
OF POLICE Geo. E. Bradley, were brought before the meeting and introduced,
CHIEF & and they were well received.
ATTORNEY
Mayor Kidd announced that on the following Thursday, April 23
there would be a meeting of the Council of Municipalities in
the Legion Hall preceded by a 8:00 dinner and urged all to
attend.
Moved by Councilman Rawlings and seconded by Councilman Forney
that the salaries of John Stanton and Ralph Voyce, and Attorney
Preston Turner be adjusted. Stanton and Voyce April
20th, and Turner to April 21. Carried and so ordered.
Moved by Councilman Rawlings, seconded by Councilman Bixler,
that the Clerk be instructed to write letters, to outgoing
Councilmen expressing appreciation of their long and faithful
service. Carried and so ordered·
Motion by Councilman Forney, seconded by Councilman Bixler
that the meeting adjourn untiI the next regular meeting night,
Monday May 4th at 8 PM.
Carried and so ordered.
