PARKER, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: CITY OF TUSTIN COMMUNITY DEVELOPMENT 2016 YEAR IN REVIEW SUMMARY: Throughout the year, staff provides the City Council with a status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved; major improvement projects; and other items of interest. The Community Development Department's 2016 Year in Review summarizes the Community Development Department's activities throughout 2016 including discretionary permits processed and approved (i.e. Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Department, Code Enforcement activities, and Building Division activities. RECOMMENDATION: That the City Council receive and file the report. FISCAL IMPACT: None. CORRELATION TO THE STRATEGIC PLAN: The year in review report contributes to Goal E of the Strategic Plan in Organizational Excellence and Customer Service. It is staff's desire to keep the community informed on the status of recent projects which are progressing throughout the City. Sharing this report to the Punning Commission, City Council, and through the City's website, contributes toward both organizational excellence and customer service. Highlights this year include construction of new homes in the Greenwood Community, groundbreaking of The Village at Tustin Legacy retail center, and approval of the Flight at Tustin Legacy creative offices. Additional accomplishments during 2016 include the continuation and initiation of the plans for overall growth and development in the Downtown Commercial Core and Red Hill Specific Plan areas of the City. In addition to highlights on construction as well as new planning and building projects throughout Tustin, this report contains information regarding: Current Planning activities including updates on development within Old Town and Tustin Legacy, new retail developments in The District and The Market Place, and other activities throughout the City. Advanced Planning efforts including special projects and activities, management of the Community Development Block Grant program, and community workshops. The Planning Division Activity Summary which provides an overview of the number of projects received during 2016. Code Enforcement activities throughout the year which includes the abatement of graffiti as well as participation in the Neighborhood Improvement Task Force. Building Division accomplishments including construction activity, plan checks, permitting, and building inspections. The Building Division Activity Summary providing a look at valuations and o activity of the Building Division by the numbers. LD L.. E Q O i N 7 T .E 7 E E O U Design of the future shopping center -The Village at Tustin Legacy CURRENT PLANNING 7 During the year 2016, the Community Development Department's Current Planning efforts include various planning activities, new entitlement construction, and approval throughout the City which were authorized by the City Council, Planning Commission, the Zoning Administrator, and City Staff. Included within the Current Planning section of this Year in Review is information regarding planning projects within the Old Town and Tustin Legacy areas of the City, new business activities within The Market Place and The District, and other current planning projects throughout Tustin. In addition, this section includes citywide Code Amendments which went into effect during 2016. viU 10WH I USTIrl The historic core of Tustin underwent many new developments in 2016 ranging from the approval of a new residential community to the establishment of new businesses through an overall plan to enhance the entire Downtown Commercial Core Area. Downtown Commercial Core Plan: During 2016, the City of Tustin continued developing a planning document which will facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core; protect community resources; improve connectivity and access roads; and, attract new businesses. Improvements for Main Street are currently in the design phase, which includes narrowing the entryway into Old Town. EI Camino Real is also being evaluated looking at various traffic calming C) measures, as well as incorporating more outdoor seating and parklets. Parking � options for the area are also being evaluated. A) a� GILD TOWN `IrUSTI Q) E D- o m m 0 E 1 E O aow ww" RMU 6 U :................................................................................................................................ a Design of potential Old Town gateway sign Zama Tea and Kombucha (434 EI Camino Real): In April 2016, a new tea shop opened in the historic Jabberwocky building in Old Town Tustin. Zama Tea and Kombucha sells hot and iced tea, loose leaf tea, kombucha tea on tap, tea accessories, and snacks. Not only was this building (Tustin's first Doctor's office), rehabilitated after a devastating fire, but the Jabberwocky building is also an outstanding example of an adaptive reuse of a historic building. American Grub Burgers and Sandwiches (365 EI Camino Real): This new restaurant featuring burgers, sliders, and sandwiches opened in Old Town in the beginning of 2016. American Grub's restaurant is unique in that they have a "pass through" window in their kitchen to serve their food to patrons of The Swinging Door adjacent to the restaurant. ................................................................. Zama Tea and Kombucha ................................................................. Chaak Restaurant [Gabbi's Tustin] (215 - 217 EI Camino Real): The Planning Commission approved a request for the Gabbi's family of restaurants to expand the existing office building, converting it to a new restaurant called Chaak. Their approval also included the establishment of a beer and wine license, and incorporating a space for outdoor seating. Plans for construction of the restaurant are currently under review by city staff. Time Watches Pawn Use and EI Camino Caf6 ABC License/Outdoor Seating (195 EI Camino Real): The existing business at 195 EI Camino Real, Time Watches, was authorized by the Planning Commission to commence with a pawn brokering component to their business. The pawn use consists of ancillary jewelry and watch sales and is limited to selling items typically sold at a jewelry store. In addition to the pawn use at Time Watches, the Zoning Administrator has approved a request for an alcoholic beverage license and outdoor seating at EI Camino Caf6. Sixth Street): In November 2016, the City Council approved the plans for a new townhome community consisting of 140 residential units. The community will feature amenities such as a pool, clubhouse, and a new mini - park. The mini park will be available for use by the public. The project is anticipated to commence in phases beginning in 2017. Design renderings of Vintage Lofts Centro Outdoor Seating (140 E. Main Street): As part of the Downtown Commercial Core Plan, outdoor seating/parklet areas are being evaluated throughout Old Town. Centro currently has plans under review for outdoor seating in front and rear of their restaurant. New Housing (140 S. A Street): Habitat for Humanity has recently submitted an application to construct two (2) detached condominium homes at a currently vacant parcel of land. These homes are designated to be set aside for veterans and their families. Tustin Legacy The Tustin Legacy Area continued to develop during 2016. New homes have been constructed, new retail and creative office development has been approved, and new businesses have moved into The District, to name a few. All built and entitled projects within the Tustin Legacy area can be seen on the map provided as Attachment A to this report. Tustin Legacy Specific Plan Amendment: During 2016, the City continued to partnerwith PlaceWorks as a consultant to develop the Specific Plan Amendment (SPA) for Tustin Legacy. The SPA will incorporate mixed-use and transit oriented development. Staff and PlaceWorks are currently working on the technical documents along with the necessary environmental reports. Public Hearings before the Planning Commission and City Council on the SPA are anticipated to be held in winter/spring 2017. Greenwood in Tustin Legacy (250 Downs Road): Construction of this new single family residential community, comprised of 375 homes, progressed significantly during 2016. As of December 2016: 289 homes have been completed; 80 homes are in progress; and, six (6) homes have not yet been issued permits. Flight at Tustin Legacy (Barranca Parkway /Red Will ................................................................. Avenue): In November 2016 the City Council approved Greenwood in Tustin Legacy the Disposition and Development Agreement for construction of a new creative office campus. The development proposal includes a variety of uses such as: creative office uses; a food hall; and, conference center while including a connection from the campus into Tustin Legacy Park. Plans for construction of this project are currently in the plan check stage and groundbreaking is anticipated to occur in early 2017. .................................................................. Design rendering for Flight ................................................................... 0 0 N E Q O 0 T .E 7 E E O U The Village at Tustin Legacy (Kensington Park Drive/Edinger Avenue): A request was approved to develop The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including: A retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. A few of the tenants anticipated in the new shopping center include: Stater Bros; CVS Pharmacy; Bank of America; Hoag; HealthSouth; Dunkin' Donuts; and a daycare. The retail shopping center is projected to be complete within the third quarter of 2017. The medical buildings will be completed at a later date. South Orange County Community College District (SOCCCD) Advanced Technology and Education Park (ATEP) Campus (Armstrong Avenue/Valencia Avenue): During 2016, a groundbreaking ceremony was held for the first ATEP building which will house the career technical programs for Irvine Valley College. The construction timeline for the project anticipates completion of the first building by 2018. �f 0 A -)AL Q o „d W Rendering of the ATEP campus O U Army Reserve Center Relocation (Red Hill Avenue/Warner Avenue): Construction continued to progress during 2016 on the new Army Reserve Center on the corner of Red Hill and Warner Avenue. Construction of this new building is anticipated to be complete during the summer of 2017. Veterans Sports Park (Valencia Avenue): This approximately 30 -acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including: Four (4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veterans memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The park's design continued to progress during 2016, and construction of the park is anticipated to begin in 2017. Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26 -acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin _ 1 within its concept plan, and is proposed to ,: 7 include direct linkages to the Flight project, mentioned above. Phase I of the park construction, which involves the detention basin has begun, with work anticipated to be - complete in Summer 2017. Orange County Animal Care Facility (1630 - ►:,, - Victory Road): In July 2016 a request was " �J approved, and a groundbreaking ceremony was held, for a new animal care facility on a 10 -acre site in Tustin Legacy. This new facility will replace the existing facility in Orange. Permits for grading work have been issued by the City of Tustin for the project, and as information, building permits for construction of the facility will be issued by the County of Orange. Construction of this new facility is projected to be complete toward the end of 2017. s-� Plant pallet for the Linear Park (top) Design concept for the OC Animal Care Facility (bottom) 0 N LD a) E 0- 0 a) a) 0 D E E 0 0 Me" Heritage Elementary School (15400 Lansdowne Road): During 2016 a ribbon cutting event was held for Heritage Elementary School which opened to students during the fall. This new elementary school specializes in being a STEAM (Science, Technology, Engineering, Arts, and Math) school. New Middle/High School "Legacy Academy" (Valencia Avenue/Tustin Ranch Road): Grading has recently begun to progress on a new middle/high school which is being referred to as "Legacy Academy." The school is anticipated to open its doors to students in 2020. Actfvfty within I he District The District shopping center continued to attract new businesses this year. The plan check process, construction activities, and inspections for the new businesses were monitored by the Building Division throughout the year, while the Planning Division oversaw the entitlement process for the prospective new tenants. Union Market (2493 Park Avenue): Construction of Union Market was complete during 2015, and during 2016 new tenants continued to fill the individual suites inside the market. New tenants who opened in Union Market during 2016 include: Cubed; Churned Creamery; Hatch; Belage Bakery; Treatery; and, Sweets Choice. Whole Foods (2847 Park Avenue): Whole Foods completed an interior remodel which includes: the addition of Mendocino Farms which is a farm to plate sandwich and salad restaurant; the addition of The Hangar Bar featuring 36 beers on tap along with burgers and sushi; and, a relocation of the coffee/tea bar located next to the existing juice bar. r MEQ jocli,j FARMS :.................................................................................................................... Target (2300 Park Avenue): Target completed an interior remodel to their store. The tenant improvements consisted of a remodel to their Starbucks, the addition of a Which Wich Superior Sandwiches within the food court area, and additional merchandise display upgrades throughout the store. Planet Fitness (2495 Park Avenue): This new gym and fitness center was approved by the Zoning Administrator during 2016, and anticipates opening for business during the first quarter of 2017. Joon's Shabu Shabu (2453 Park Avenue): Tenant improvements for a new shabu shabu restaurant progressed throughout 2016. The restaurant is projecting to be open during early 2017. Freckled Frog Dance Studio (2441 Park Avenue): This youth dance studio offering ballet, jazz, hip-hop, and princess dance classes opened during the summer of 2016, and is located in the Promenade area next to Mobtown Pizza. Ike's Deli (2487 Park Avenue): A new sandwich shop and deli has opened across from Union Market in The District Promenade. Activity within The Market Place Many new businesses received approval, completed construction, and opened within The Market Place during 2016. Similar to The District, the plan check process, construction activities, and inspections for the new businesses were monitored by the Building Division throughout the year, while the Planning Division oversaw the entitlement process for new tenants within The Market Place. Bike2theBeat (2779 EI Camino Real): This new cycling studio completed improvements and opened in an existing tenant space during early2016. :..................................................... Eatery (3032 EI Camino Real): A new restaurant featuring breakfast and lunch food along with specialty drinks also opened during 2016 in the newly constructed tenant space next to Hopdoddy. Hopdoddy Burger Bar (3030 EI Camino Real): Hopdoddy Burger Bar features gourmet burgers and beer, and opened in a newly constructed tenant space in August 2016. Hopdoddy Burger Bar and Snooze A.M. Eatery Nekter Juice Bar (2937 EI Camino Real): Nekter Juice bar has opened in The Market Place at the former Jamba Juice location. Sola Salon Studios (2801 EI Camino Real): A new salon is currently completing tenant improvements and is anticipated to open in the beginning of 2017. Woodhouse Day Spa (2902 EI Camino Real): Woodhouse Day Spa has begun their tenant improvements for an approximately 8,200 square foot space located next to Nordstrom Rack. They are anticipating opening in the summer of 2017. Nordstrom Rack (2882 EI Camino Real): Throughout 2016 interior improvements progressed quickly, and Nordstrom Rack opened in the former Toys R Us tenant space in September2016. UTner Nrojects tnroucanout I ustin Besides the activities happening within Old Town, Tustin Legacy, The District, and The Market Place, there were many Current Planning projects approved and constructed throughout the entire city. Sycamore Grove (1872 San Juan Street): During 2016 construction continued to progress on 26 new single family detached residences. Grower's Direct, Inc. (155 W. First Street): A new mixed- use building was constructed, which has now opened as a florist shop on the first floor, and offices on the second floor. Medical Offices Subdivision (721 W. First Street): The Planning Commission has approved the plans to subdivide and construct new medical offices on the same site as DaVita Dialysis Center. They also authorized joint use parking at the site for patrons oftaw DaVita and the medical offices which are yet to be constructed. Creamistry (13681 Newport Avenue, Suite #7): A new .. .. frozen liquid nitrogen ice cream shop has completed Nordstrom Rack (top) Sycamore Grove (bottom) tenant improvements and is now open in Tustin Plaza off ` of Newport Avenue and Main Street. .......................................... Creamistry Q0 0 N 3 LD W E 0- 0 0 T .E 7 E E O 0 M-01 Wayback Burgers (1631 Edinger Avenue, Suite #108): This new burger restaurant obtained their ABC License in 2015, and opened for business in 2016. Alim�� Americana Getaway (111 Fashion Lane): During 2016 construction was completed and this new adult day care and wellness services, with associated senior services, is now open. Office Remodel (15771 Red Hill Avenue): During 2016 construction was completed on the remodel of an existing 79,424 square foot industrial office building. The remodel was intended to provide a new creative office space, and includes: new parking spaces; exterior modifications; skylights; interior partitions; and, the addition of a mezzanine area. Americana Getaway Completed fapade after Office Remodel Trader Joe's (1198 Irvine Boulevard): Trader Joe's has relocated from their former location off of Newport Avenue, to the former Longs Drugstore location in the Tustin Heights Shopping Center. They are open for business in their new location. Trader Joe's Xpress Urgent Care (17612 17th Street): An urgent care center has opened within an existing tenant space. Chronic Tacos (14075 Newport Avenue): Chronic Tacos obtained a beer and wine license, completed tenant improvements, and is now open for business within the Tustin Strata Center. Condominium Development (1051 Bonita Street): In February 2016, the City Council approved a request to construct four (4) condominium units at the subject property. Permits for construction of the units have been issued. Avid Bioscience (141914 Myford Road): A pharmaceutical manufacturer is working on two (2) phases of tenant improvements to the office at the subject location. During 2016, construction was completed on the build -out of the offices and labs. Orchard Supply Hardware (1091 Old Irvine Boulevard): During 2016 a new OSH has opened for business in the former Tustin Lanes tenant space. New Creative Office (14171 - 14201 Franklin Avenue): An application has been submitted to remodel the existing industrial/laboratory building converting it to creative offices at the subject location. Plans for the interior and exterior improvements, which includes improvement of the existing adjacent vacant parcel into a new parking lot, are under review by staff. Tustin Village Plaza (15761 Tustin Village Way): Multiple tenants are undergoing individual tenant improvements within this newly reconstructed shopping center. Tenants anticipated to occupy the existing spaces include a new market/convenience store, ice cream shop, seafood restaurant, and various retail uses. Orchard Supply Hardware (top) Tustin Village Plaza (bottom) 0 N N Q) E Q 0 a) a) 0 T I E E 0 0 Vel 0 N N N C N C N Q O N N n E E O U Condominium Development (1381 - 1391 San Juan): The Planning Commission approved the subdivision of the existing lot along with a conditional use permit and design review to construct five (5) single family detached condominiums at the existing site. Plans for construction of the homes are currently under review by staff, and permits for construction will be issued in the near future. J Fish Premium Poke and Sushi (13882 Newport Avenue, Suite #A): The Zoning Administrator has approved a request to establish an alcoholic beverage license in conjunction with a new poke/sushi restaurant. Compass Bible Church (17952 Beneta Way): Compass Bible Church has been approved to establish a church/assembly use within the Columbus Tustin Middle School Multi -Purpose Room. OB Square Restaurant (13832 Red Hill Avenue): In October 2016, the Planning Commission approved a request to establish a new Korean food restaurant within an existing tenant space, as well as the approval of an alcoholic beverage license for the location. Baseballogy (2872 Walnut Avenue): A new baseball hitting/pitching training facility was approved and is now open at the subject location. Bublyz Caf6 (2505 EI Camino Real): The Planning Commission has approved a request to establish an outdoor seating area in conjunction with an existing restaurant within the Ansar Gallery market. Wagly (13942 Newport Avenue): A new animal clinic, grooming, and kennel/day care facility in the former Petco tenant space is now open for business on the corner of Newport Avenue/EI Camino Real. Wagly New Animal Clinic (14051 Newport Avenue): In May 2016, the Zoning Administrator approved a request to operate a new animal clinic in an existing tenant space in the Tustin Freeway Center. Tenant improvements are currently in progress at this site. McDonalds Drive-Thru (2452 Bryan Avenue): McDonalds has remodeled their existing single -lane drive-thru to a double -lane, as well as completed fagade improvements. Friends Caf6 (17931 17th Street): The Zoning Administrator has approved a request to establish a new restaurant in the former Lampost Pizza tenant space within the French Quarter shopping center, and for the applicant to obtain an alcoholic beverage license in conjunction with the new restaurant. Foothill Regional Medical Center (14662 Newport Avenue): Foothill Regional Medical Center has expanded their services and programs offering a 177 -bed general acute care hospital, and a 42 -bed pediatric sub -acute unit. Construction is currently underway to remodel the existing emergency room, and is anticipated to be complete during 2017. Ha Long Bay Pho and Grill (13152 Newport Avenue Suite #A): A new Vietnamese pho/grill restaurant is anticipated to open within an existing tenant space within Packers Square. Voko Karaoke (14561 and 14571 Red Hill Avenue): In September 2016, the Planning Commission approved a request to open a new karaoke studio. The proposal includes the approval to combine two (2) retail spaces into one unit for the studio. Tenant improvements are currently in progress at the space. Foothill Regional Medical Center Dentist and Orthodontist (14772 Plaza Drive): The Zoning Administrator has approved a request to establish joint use parking in conjunction with a new dentist and orthodontist's office in the existing tenant suites. 0 N A) E 0- 0 0 T E E 0 0 Joint Use Parking (2552 Walnut Avenue): A request was approved by the Planning Commission in March 2016, allowing for joint use parking to accommodate a chiropractic office within an existing condominium office complex. Halfsies Doughnuts (13812 Newport Avenue, Suite #107): A new doughnut shop opened during the end of 2016, in which guests can customize their doughnuts with a variety of toppings and ice cream. Grace Harbor Church and School (12881 Newport Avenue): Grace Harbor Church and School was approved to develop a new 10,015 square foot classroom building, and establish joint use parking to accommodate the church, preschool, and elementary school. Z-01 0 N a� a� 0 a� a� E D- o m a� 0 E E 0 U -:.RL� Vk7V from Nezr�vor t Ayesrre - Rendering of proposed remodel at Grace Harbor Code Amendments The following amendments to the Tustin City Code were initiated during 2016: Downtown Commercial Core Plan (Code Amendment 2016-01): This Code Amendment was initiated during 2016, but is anticipated to be brought forward for Planning Commission and City Council review during 2017. The Code Amendment is being drafted in support of the Downtown Commercial Core Specific Plan. California Building Code Update (Code Amendment 2016-02): Every three (3) years the State of California Building Standards Commission selects and adopts new construction regulations substantially based on nationally published model codes. In November 2016, the City Council adopted the new Building Standards Code with certain Appendices and supplemental regulations which went into effect on January 1, 2017. Old Town Tustin - a part of the Downtown Commercial Core Plan Code Amendment DVANCED PLANNING AND SPECIAL PROJECTS Staff within the Community Development Department continued to support the City of Tustin during 2016 through Advanced Planning and special projects. Advanced Planning includes grant activities, historic preservation, environmental studies, census and demographic research, along with other special projects and activities citywide. Certified Local Government Annual Report: This report summarizes the City's historic preservation efforts and describes how the City met all of the minimum requirements of the Certified Local Government (CLG) program during the 2015- 16 reporting period. This annual report will be approved by the Planning Commission and transmitted to the State Office of Historic Preservation in January 2017. The CLG report is provided as Attachment B to this report. General Plan Annual Report: This progress report to the Planning Commission and City Council was presented in February and March 2016. During the 2014-15 and 2015-16 Fiscal Years, $179,684 in funding was allocated to the installation and construction of pedestrian and traffic calming measures in Old Town Tustin. John Wayne Airport Noise Reporting: The Community Development Department continued to monitor and review the quarterly John Wayne Airport Noise Abatement Reports and Program to ensure compliance with airport/city nose standards. There were no unusual airport noise occurrences during this reporting period. A few of these activities are provided below: Public Art Project: Tustin's Economic Development Department, along with the Parks and Recreation Department, coordinated the painting of multiple planter boxes in Old Town in conjunction with the Art Walk event, which occurred in October 2016. These planter boxes add art to the streets of Old Town, and depict scenes reflective of Tustin's heritage. Totally Tustin Food and Wine Festival: In November 2016, the City of Tustin in conjunction with the Chamber of Commerce, hosted the 2nd Annual Totally Tustin Food and Wine Festival in the Civic Center Plaza. This year, proceeds from the festival will be used to commission and construct a bronze bust of Columbus Tustin, which will be located in Old Town. An additional workshop was held for the Planning Commission regarding Historic Preservation. Downtown Commercial Core Plan Workshop: On January 28, 2016, a third public workshop was held regarding the Downtown Commercial Core Plan. During this workshop the City's consultant, along with city staff, presented draft plan concepts to the public based on feedback obtained from the prior two workshops. Red Hill Avenue Specific Plan Workshops: The City Council had directed staff to study the Red Hill Avenue area in response to a prior workshop they had received regarding density and improvements to the area. The Specific Plan would look at Red Hill Avenue comprehensively. The study would determine the project's boundary, appropriate density/intensity, development standards and impact analysis, and an implementation plan. During 2016, two (2) public workshops were held to receive feedback and discuss the plan for the area. Historic Preservation Workshop: In a`, September 2016, city staff presented a;'-1 workshop to the Planning Commission covering the topic of Historic Preservation. The purpose of this workshop is to highlight the City's programs to protect and revitalize historic structures, sites, and features Tustin residents participating in the within Tustin and to provide the Commission Red Hill Avenue Specific Plan with an update on the status of the City's Workshop historic preservation programs and the Commission's efforts to date. Many of these programs were implemented in conjunction with the City's recognition as a Certified Local Government in Historic Preservation. Citizen Academy: During 2016, the Community Development Department participated in the City of Tustin's first Citizen Academy. The Academy featured presentations from each of the City's Departments, and provided participants with the opportunity to increase their knowledge regarding the operations of local government and to become involved with the community. The following statistics and figures describe the Code Enforcement Division's activity during 2016: A total of 682 code cases were opened in 2016 of which 70 of those cases remain open to date, and 612 of those cases are closed. There was a significant increase in code cases opened during 2016, as Code Enforcement staff began logging their calls for service regarding large -item debris removal. The Administrative Citations Program continued to assist the Code Enforcement Officers and Police Officers in resolving code violations in a timely manner. In 2016, there were 74 administrative citations issued and processed by the Code Enforcement Division. Code Enforcement Officers, Police Safety Officers, and the City's graffiti removal contractor actively responded to and removed a total of 3,184 incidents of graffiti. This represents 341 incidents of graffiti on private property, and 2,843 incidents on public property. Approximately $128,293 was spent in 2016 on the removal of graffiti. The number of graffiti incidents reported each month for the past three (3) years, as well as the current year, can be seen in the graph below. Attachment C to this report displays the locations of all graffiti incidents reported during 2016. NITF is a community governance committee, originally formed by the Tustin Police Department, in which collaborative efforts from different City departments, outside agencies, and community-based organizations work together to provide services to address community problems. The following projects were undertaken by the NITF team, as well as Code Enforcement staff: It was identified by NITF that there was cracked asphalt and multiple potholes within the alleys south of Alliance Avenue. Representatives from NITF were able to work with the property owners to repave the damaged area, and fill the potholes. During the summer of 2016, Code Enforcement staff responded to a complaint of a hoarding situation and an active beehive within the floor of a unit. Staff quickly coordinated the assistance of Adult Protective Services, the property HOA, and additional vendors. The unit was cleaned, plumbing was repaired, the beehive was removed, and the resident was able to restart their life in a clean unit. Code Enforcement staff additionally received a call with concerns regarding overgrown landscaping and discarded items within the rear yard of a residence. The elderly resident had limited funds to remove the debris from the property. Code Enforcement staff collaborated with a local Boy Scout Troup, obtained a 40 -yard trash bin, and worked together to remove all of the debris from the yard. BUILDING DIVISIOF 7 The Building Division is responsible for the acceptance, review, and approval of all applications for building, electrical, mechanical, plumbing, and grading permits, and for performing all required inspections during construction. The Building Division actively and cooperatively coordinates with the Public Works Department, the Orange County Fire Authority for inspection and enforcement, various utility companies and agencies, and other regulatory agencies such as the State Department of Health Services, Orange County Health Care Agency, and the Regional Water Quality Control Board to ensure storm water runoff is well controlled during construction. The following are major accomplishments and highlights from the Building Division in 2016: Construction Activities: In 2016, the Building Division addressed a steady stream of plan check and construction activities associated with the ongoing regional recovery from the recent economic recession. Building inspection, Code Enforcement, and Planning staff continued plan check, permitting, inspection, and enforcement activities during this time. In 2016, the Building Division issued 188 permits forwork valued at over $83 million. Construction continued to progress and is nearly complete within the Greenwood Community of single family homes. First Street): in progress Construction progress of Sycamore Grove Over -the -Counter (OTC) Plan Checks: In conjunction with the expansion of OTC plan checks, Tustin Building plan checkers and inspectors are scheduled every day to serve at the front counter and answer home -owner, business owner, and contractor questions in order to expedite plan check and permit issuance. Plan checks that cannot be accomplished at the counter are completed and returned to the applicant within a very fast ten (10) working days (first submittal), and five (5) working days for subsequent submittals. In addition, applicants can request expedited plan check services ensuring a 2-3 day plan check response when urgently needed. The Building Division meets their goals for plan check turnaround times 90 percent of the time. Permit Tracking System: The Building Division is working to secure a new computerized permit tracking system that will maintain and organize permit and Planning Division records. The system would also support the Planning, Public Works, Business License, and Economic Development Department information tracking requirements and allow information to be used by and shared between the various divisions. When operational, the system would allow the public to apply for building permit and business license applications online, as well as view the status of their applications through final inspection/approval. Storm -Water Inspections: Building plan checkers ensure compliance with State requirements for water quality control plans and inspectors and Code Enforcement officers ensure that storm water runoff control is installed and maintained at construction sites. Staff also ensures that active construction sites install adequate runoff prevention devices and sandbags prior to the beginning of the rainy season to ensure that approved preventative measures are in place, and that they are effective at preventing sediments from entering the storm water system. Following a storm, inspectors re -inspect the site to ensure that the preventative measures were effective, and that uncontrolled runoff or mud is not allowed to leave the site. Emergency Response: Building Division staff support Police Department and OCFA's emergency responses when fires or vehicular collisions involve a structure. These activities include after -hour responses on weekends, evenings, and holidays. During 2016, the Building Division responded to 9 auto -structure collisions, structural fires, and structural or other damages due to high winds or earthquakes. Business Licenses and Design Reviews: Building Division staff continued to review 0 business licenses applications to ensure that any new or proposed change of o use of a building is acceptable for its intended use. Staff also participates in the Department's Design Review process and provides proactive input to ensure proposed development in Tustin complies with City -adopted building Codes and other regulations. This effort also involves coordinating with OCFA on occupancies regulated by the Fire Code.
