SUPRPLUS EQUIPMENT DONATION
SUMMARY:
Each year certain out dated equipment is designated as surplus by the City and either sold at
auction or destroyed. This year the surplus equipment includes several items of emergency
vehicle equipment from the Police Department. A local citizen has requested that the City
donate certain items of this surplus equipment to a police agency in Mound City, Missouri.
RECOMMENDATION:
The City authorize the donation of (2) emergency light bars, (2) rear mounting motorcycle strobe
lights, (2) sets of front bumper push bars, (2) shotgun holding racks,
FISCAL IMPACT:
Minimal to no impact. These items were on patrol vehicles declared to be surplus at the Council
Meeting held September 16, 2002. The equipment was stripped from the patrol vehicles prior to
delivery for auction rather than risk that the vehicles might be used to impersonate emergency
vehicles. Because they have little to no resale value to other than law enforcement agencies, it
is most likely these items would have been destroyed.
BACKGROUND:
A local citizen, Mr. Jon Anderson, supervisor from the Orange County Agricultural Commission,
has friends who work for the Mound City, Missouri Police Department. Mound City is a small
rural agency that works on a very limited budget. Mr. Anderson has learned that Mound City PD
is in need of basic emergency equipment, as listed above, and has been working with the City
to try to have these surplus items donated. The Tustin Police Department has received a
formal, hold harmless, written request from the Mound City Police Department for these items if
they are available.
If approved, Mr. Anderson will arrange for the delivery of these items at no cost to the City.

DECLARATION oF SURPLUS EQUIPMENT
SUMMARY
Declare equipment detailed in report as surplus in accordance with Section 1626 of the Tustin City
Code and authorize their sale at public auction.
RECOMMENDATION
That the City Council declare the equipment detailed in the attached report as surplus and not
required for public use, in accordance with the Tustin City Code. Section 1626 and authorize the
Public Works Department to sell the equipment at public auction,
FISCAL iMPACT
The total proceeds received from the sale of the surplused equipment are to be credited to the
City's general fund.
DISCUSSION
Section 1626a (2) of the Tustin City Code, requires the purchasing agent 1o prepare a written
estimate of value for any surplus items not usable by the City or not required for public use. The
affached report of surplus City equipment to be sold at public auction specifies the estimated
value of each item. The code further requires, that the City Council must find that these surplus
items are not required for pubtic use.
It is requested that the City Council authorize the Public Works Department to sell the various
equipment at the next available public auction. The vehicles and related equipment were replaced
as part of the normal rotation and replacement of equipment program.

Donation of Surplus Equipment
Several weeks ago, Jon Anderson, supervisor from the Orange County Agricultural
Commission, contacted Alan Gallagher about certain items of surplus police equipment
that was in Storage at City Yard. Mr. Anderson wanted to know if some of this equipment
could be donated to a police agency that was in need of equipment. Gallagher had
Anderson contact me regarding his request.
Mr. Anderson has a friend who works for the Mound City, Missouri Police Department.
This is a small agency in a rural area that operates on a very limited budget. Mr.
Anderson wanted to have the City of Tustin donate the following items of police
equipment that have been declared to be surplus to the Mound City Police Department:
(2) emergency light bars
(2) motorcycle rear mounting strobe lights
(2) sets of front bumper push bars
(2) shotgun holding racks
The Tustin Police Department has received a formal written request from the Mound City
Police Department for the surplus items. Chief Foster has given the authorization to
provide the above items, if they are still available, to Mound City Police Department via
Mr. Anderson.
Mr. Anderson has been advised that it is his responsibility to contact Alan Gallagher to
take custody of the items and to incur all costs associated with the delivery of said items
to Mound City, Missouri.
