AUTHORIZATION FOR CITY TO APPLY FOR LOCAL MATCH FUNDS UNDER
THE MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE
FY 2003-04 MSRC LOCAL GOVERNMENT MATCH PROGRAM
SUMMARY
Approval of Resolution No. 04-06 will authorize the City of Tustin to apply for local
government match funds from the Mobile Source Air Pollution Reduction Review
Committee (MSRC).
RECOMMENDATION
It is recommended that the City Council approve Resolution No. 04-06 authorizing the
City of Tustin to apply for MSRC local government match funds.
FISCAL IMPACT
The MSRC will match the amount of local funds applied toward the purchase of a
qualifying alternative fuel heavy-duty vehicle(s) on a "dollar for dollar" basis up to a
maximum contribution of $20,000 per vehicle. The MSRC funds will be disbursed on a
reimbursement basis upon delivery of the qualifying vehicle.
BACKGROUND
To reduce both toxic and smog-forming air pollutants, the South Coast Air Quality
Management District (SCAQMD) is requiring public agencies to gradually replace their
fleets with Iow emission and/or alternative fuel vehicles. AQMD fleet rules state that
whenever a public fleet operator with 15 or more vehicles replaces or purchases new
vehicles they must be either Iow-emission or alternative-fueled. Fleet rule 1186.1 states
that street sweepers with a gross vehicle weight greater than 14,000 pounds must have
an alternative fuel engine.
The MSRC recently announced a clean air project funding opportunity available
exclusively to cities and counties within the SCAQMD. The "Local Government Match
Program" is designed to encourage the development of alternative fuel infrastructure
and the purchase of alternative fuel heavy-duty vehicles. The program offers to co-fund
projects implemented by cities and counties that utilize their Motor Vehicle Registration
Fee Subvention Funds, commonly referred to as AB 2766 Subvention Funds, and
locally generated public funds. The MSRC, using its Discretionary Funds, will contribute

a funding match towards a qualifying project. In fiscal year 2003-04 AB 2766
Discretionary Funds of $3.0 million have been committed to the Local Government
Match Program. As part of the application process, a copy of an adopted resolution
must be attached to the completed application package.
The City of Tustin is planning to purchase alternative fuel vehicles (two sweepers) in
fiscal year 2003-04. Funds for the purchase of the proposed vehicles are budgeted in
the City's Vehicle Lease Fund. Approval of the attached resolution will allow the city to
apply for the AB 2766 Discretionary funds that are available in this fiscal year.

A RESOLUTION FOR THE CITY COUNCIL OF THE CITY OF TUSTIN
ENDORSING APPLICATION UNDER THE MOBILE SOURCE AIR POLLUTION
REDUCTION REVIEW COMMITTEE FY 2003-04 MSRC LOCAL
GOVERNMENT MATCH PROGRAM
WHEREAS, the City desires to share in regional goals of cleaner air and
recognizes the value that clean air has in benefiting the health of Tustin citizens,
Orange County citizens, attracting businesses and improving the quality of life in Tustin;
and
WHEREAS, the City of Tustin receives AB 2766 funds and locally generated
funds for clean air projects; and
WHEREAS, heavy-duty vehicles are needed by the City of Tus'tin's Public Works
Department; and
WHEREAS, the Mobile Source Air Pollution Reduction Review Committee
(MSRC) has provided an opportunity to enhance the use of Tustin's AB 2766 funds
and/or locally generated funds through its Fiscal Year 2003-04 Local Government
Match Program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, does hereby authorize and fully support the use of alternative fuel
vehicles as a demonstration of the City's commitment to clean air; fully support the
plans for the purchase of alternative fuel vehicles; support and authorize staff to apply
for MSRC funding on behalf of the City of Tustin under the Fiscal Year 2003-04 Local
Government Match Program.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council on the
5th day of January 2004.
