HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS -- NEWPORT AVENUE AT EL CAMINO REAL TRAFFIC SIGNAL MODIFICATION / UPGRADE (ClP NO. 4064) SUMMARY This project provides for the modification and upgrade of existing traffic signal equipment at the Newport Avenue and El Camino Real intersection. The project also includes the modification of curb ramps to meet the Federal Americans with Disabilities Act (ADA) requirements. A Notice of Exemption has been recorded with the County of Orange for this project since it is categorically exempt under California Environmental Quality Act (CEQA) requirements. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 04-12 approving the plans and specifications for the Newport Avenue at El Camino Real Traffic Signal Modification / Upgrade (CIP No. 4064), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT This project is funded by Measure "M" Turnback funds in the amount of $185,000.00. BACKGROUND The traffic signal at the noted intersection currently provides for left-turn phasing in the north-south Newport Avenue direction only. Left-turn pockets are provided in the east-west El Camino Real direction as storage areas for left-turning traffic; however, the left-turn movements are not currently protected. Due to an increase in congestion, a review of the traffic conditions at the Newport Avenue / El Camino Real intersection was conducted to evaluate operating conditions. It was determined that left-turning traffic using the left-turn pockets on El Camino Real during certain times of the day was unable to complete the turn during the green cycle of the signal, resulting in long queues in the east- west direction. Staff evaluated the need for left-turn phasing and determined that traffic queues in the east-west direction could be alleviated by installing left-turn phasing on El Camino Real. The proposed modifications will provide for left-turn phasing on El Camino Real, new safety lighting for intersection illumination, new signal poles, mast arms and vehicle heads, new illuminated street name signs, and upgrading of existing curb ramps to be in compliance with the latest ADA requirements. Kasdan - Engineering Services Manager Attachments: Resolution No. 04-12 Location Map S:\City Council Items~2004 Council Items~Approval of P&S Newport and El Camino Real Traffic Signal & Reso 04-12.doc RESOLUTION NO. 04-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE NEWPORT AVENUE AT EL CAMINO REAL TRAFFIC SIGNAL MODIFICATION / UPGRADE (CIP NO. 4064), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin California to contract for the construction of the Newport Avenue at El Camino Real Traffic Signal Modification / Upgrade (CIP No. 4064); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Newport Avenue at El Camino Real Traffic Signal Modification / Upgrade (CIP No. 4064) BE IT FURTHER RESOLVED that the City Clerk is herby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 2nd day of February 2004.
