APPROVAL OF MINUTES - JANUARY 12, 2004, PLANNING COMMISSION MEETING. It was moved by Pontious, seconded by Menard, to approve the Consent Calendar. Motion carried 5-0. PUBLIC HEARINGS Adopted Resolution 2. No. 3906 CONDITIONAL USE PERMIT 03-019 REQUESTING AUTHORIZATION TO ALLOW THE EXPANSION OF A SPECIALTY VETERINARY OFFICE FROM BUILDING 3 (PLANNING AREA BID) OF JAMBOREE PLAZA TO INCLUDE BUILDING 4 TO CONDUCT OPTOMETRIC AND OPHTHALMOLOGIC PROCEDURES ON DOMESTIC ANIMALS. THIS PROJECT IS LOCATED AT 3025 AND 3029 EDINGER AVENUE, BUILDING 3, IN THE PLANNED COMMUNITY INDUSTRIAL (PC-IND) ZONING DISTRICT. RECOMMENDATION: That the Planning Commission adopt Resolution No. 3906 approving Conditional Use Permit 03-219. Asked if the applicant had any questions or comments. Replied in the negative. The Public Hearing Closed. It was moved by Pontious, seconded by Amante, to approve staffs recommendation. Motion carried 5-0. REGULAR BUSINESS STAFF CONCERNS 3. REPORT OF ACTIONS TAKEN AT THE JANUARY 20, 2004, CITY COUNCIL MEETING. The City Council approved the Final Parcel Map for the Armstrong development; grading permits will be issued soon. The City Council approved the Final Tract Map for Planning Area 20; permits for the model homes have been issued. The appeal of the Sign Code Exception for Mobil was heard; the Council's vote was 2-2, which means the Planning Commission's action, denial of the request, stands. The Community Development Block Grant (CDBG) meetings will be taking place shortly; staff will provide the dates to the Planning Commissioners; the chairpersons of the various City commissions and two members at large appointed by the City Council serve on the panel. COMMISSION CONCERNS Mentioned that she would like to see a project summary and status of code enforcement actions soon. Stated the insurance company sign on First Street has still not been fixed, and no staff memorandum has been provided regarding that concern. Noted that it is nice to see the vacant lot at 140 South A Street; and, stated her appreciation of the City's efforts in that regard. Minutes - Planning Commission 1-26-04 - Page 2 Amante Shared that he had spoken with Jeff Thomas, who is doing much better and is anxious to return to work. Congratulated his Planning Commission colleagues for their action being sustained on the Mobil sign; and, thanked staff for the follow- up memorandum on that appeal. Pontious Stated she thought it was interesting that the applicant referred to the precedent of another sign which proved the Planning Commission's point. Jennings Noted she attended the Cultural Resource Advisory Commission meeting earlier this evening and was pleased to see that the Committee is meeting again. Menard Indicated he had no concerns. Nielsen Asked if there has been any progress regarding the old gas station at Red Hill and San Juan. Director Answered that staff met with people quite some time ago who had a development proposal, but nothing else has transpired. Amante Asked if that center was part of the grandfathering that was done when the County was approving the Mobil station parcel. Pontious Indicated that was the reason many aspects of that site do not comply with City codes. Menard Asked about the gas station at EI Camino Real and Newport Avenue next to what was formerly Tustin Transmission. Director Stated staff is looking at a preliminary development proposal for that site now, which also involves other property ownership interests. Pontious Stated it would be nice to see that whole corner redeveloped. 7:20 p.m. ADJOURNMENT The next regular meeting of the Planning Commission is scheduled for Monday, February 9, 2004, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
