SUMMARY OF PROJECTS
The following is a list of projects and activities for your information since the previous
report on October 27, 2003. The list focuses on the status of projects that the Planning
Commission, Zoning Administrator, or Community Development Director approved,
major improvement projects, and other items of interest.
Zonina Administrator Actions
.
Zoning Administrator Action 04-001 (14971 Holt Avenue): A request for
authorization to obtain a license for the on-site sale and consumption of beer,
wine, and distilled spirits (ABC License Type "47") at Coco's Restaurant was
approved on January 20, 2004.
Zoning Administrator Action 04-002 (17821 17th Street, Suite 120): A request
to conduct computer skills instruction with two (2) instructors for eight (8)
students in an existing 1,691 square foot tenant space was approved on January
20, 2004.

Zoning Administrator Action 04-003 (2933 EI Camino Real): A request for
authorization to obtain a license for the on-site sale and consumption of beer and
wine (ABC License Type "41") at the Crescent City New Orleans Café in the
Tustin Marketplace was approved on January 20, 2004.
Maior Proiects in Plan Check

McCharles House Expansion (335 S. C Street): Building plans to construct a 500
square foot addition to the south side of the existing restaurant to accommodate
eight (8) additional seats and a 520 square foot detached retail building at the rear of
the property are in plan check; the plan check expiration has been extended to July
15, 2004.

New Industrial Building (1111 Bell Avenue): Building plans to construct a new
111,920 square foot warehouse and manufacturing building with administrative
offices on the vacant 6.1-acre parcel are in plan check and almost ready to be
issued.

Olson Company Condominium Development (14552 Newport Avenue): Grading
plans and the Final Tract Map for the sixty-three (63) unit condominium development
are in plan check. The Redevelopment Agency approved the housing agreement
on February 17, 2004.

Armstrong Nursery (505 EI Camino Real): Building plans to construct a new 6,400
square foot retail building with 13,355 square feet of trellis for an outdoor garden
center are in plan check and almost ready to be issued; the grading permit was
issued on January 28, 2004.

Tustin Ranch Golf Course Expansion (12442 Tustin Ranch Road): Building
permits for a 6,000 square foot expansion of the golf course club house are ready to
be issued; grading plans are in plan check.

Barn Site Redevelopment (1621 Edinger Avenue): Building and grading plans to
redevelop an existing restaurant site with construction of a new retail center and a
self-storage facility were resubmitted into plan check and comments were provided
on January 14, 2004.

Tustin Gateway Business Park (1123 Warner Avenue): Building and grading
plans to construct nineteen (19) new industrial buildings ranging in size from
3,500 to 40,000 square feet are in plan check.
Maior Proiects Under Construction

Pacific Business Center (15151 Woodlawn Avenue): Building permits for the
eleven (11) building industrial business park were issued on December 11, 2003;
construction is underway.

Farmer Boys Restaurant (171 E. First Street): Building permits to construct the
2,900 square foot fast food restaurant with an outdoor dining area were issued
October 30, 2003. Construction is well underway and is expected to be completed
within the next couple weeks.

24-Hour Veterinary Clinic (3021 Edinger Avenue): Building permits to construct
interior and exterior tenant improvements for a veterinary clinic, including a new
2,423 square foot second floor addition, were issued November 4, 2003, and
construction is well underway.

Dodge Auto Dealership (40 Autocenter Drive): Construction of a three (3) level
parking structure and 4,200 square foot parts warehouse addition are well
underway.

Cingular Sports Park Cellular Facility (12850 Robinson Drive): Building
permits for three (3) new wireless antennas on an existing light standard were
issued on July 1, 2003; construction is underway.

AT&T Sports Park Cellular Facility (12850 Robinson Drive): Building permits
for two (2) new wireless antennas on an existing light standard were issued on
October 21,2003; construction is ready to begin.

Circle K Remodel (14092 Red Hill Avenue): Building permits to remodel the
existing retail building were issued on September 5, 2003; construction is ready to
begin.
.
Retail Building Expansion (1218 Irvine Boulevard): Buildings permits adding
6,940 square feet of retail and office area, adjacent to the Michaels Arts & Craft
Store in the Tustin Heights Shopping Center, were issued on October 3, 2003,
and construction is well underway.

New Single Family Residence (170 N. Mountain View): Construction of a new
single-family residence is underway.
.
New Single Family Residence (1621 Bryan Avenue): Building permits for a new
single-family residence were issued on July 25, 2003, and construction is
underway.

Cat Clinic (3069 Edinger Avenue): Building permits to construct interior
improvements for a new 5,100 square foot veterinary clinic for cats were issued
on October 13, 2002; construction is underway.
.
Restaurant and Bakery Expansion (14141 Red Hill Avenue): Tenant
improvements to expand the existing restaurant and bakery into the adjoining tenant
space are under construction.

Nextel Wireless (1452 Edinger Avenue): Construction of a roof-mounted wireless
facility is complete pending submittal of post-installation certification.
Recently Completed Proiects
.
Rooftop Wireless Facility (3097 Edinger Avenue): Construction of rooftop
wireless facility in Jamboree Plaza, designed as a clock tower, is complete.
Ricoh Tenant Improvement (1123 Warner Avenue, Suite A): Construction of
tenant improvements for Ricoh Electronics, in the north half of the Bedrosian Tile
building, have been completed and a temporary certificate of use and occupancy
was issued on February 17, 2004.
Roadway Public Improvements

The Irvine Boulevard Storm Drain Project (Between Holt Avenue and Newport
Avenue): The project construction was completed in January 2004.

Pioneer Road Park (Pioneer Road): Construction of the park is progressing well
and is on schedule to be completed by the end of March 2004. A dedication
ceremony is tentatively scheduled for the end of May 2004.
Traffic Signal Battery Backup Systems (Citywide): The construction of traffic
signal battery backup systems to be installed at seventeen locations in the City
will be completed by the end of March 2004. The project is funded by a grant
from the California Energy Commission and Gas Tax.

Red Hill Avenue Widening Project (Between Nisson Road and EI Camino
Real): The road widening project is anticipated to start in mid-March 2004.
Tustin Leaacy
.
Tustin Legacy Partners (TLP): The Shea Properties and Centex Homes
partnership as the Master Developer of approximately 700 acres is currently
developing conceptual land use, circulation, and open space plans that were
presented to the City Council and other stakeholders on February 17, 2004.
Direction on a number of key policy issues such as open space, residential unit
transfers, and removal of the golf course concept were provided. TLP has also
submitted an Interim Use Permit application to temporarily use Building 528 for
offices.

John Laing Homes, Planning Area 20 (Harvard Avenue and Edinger Avenue):
Building plans for the 376 paired homes, detached cluster homes, and row town
homes were submitted into plan check on July 2, 2003. Grading permits have
been issued. Building permits for twenty-two (22) model homes have also been
issued and construction is in progress. The model homes are anticipated to be
open by early spring. Building plans for the pool, spa, and recreation building are
in plan check.

John Laing Homes, Planning Area 21 (Harvard Avenue and Edinger Avenue):
Grading and construction plans for the 189 single family residences were submitted
into plan check, and comments were provided on January 28, 2004.

Lennar, Planning Areas 4, 5, and 21: Lennar submitted Concept Plans for
Planning Areas 4, 5, and 21, and staff comments were provided on October 14,
2003. Staff is expecting a submittal of complete development plans shortly.

Orange County Rescue Mission's Village of Hope (LansdowneNalencia):
Building permits were issued on May 9, 2002, for the two (2) buildings located at
15635 and 15686 Landsdowne; Phase 2 is under construction.
.
The Orange County Rescue Mission will be temporarily using Building 529 in
the complex at the northwest corner of Barranca Parkway and Armstrong for

storage of food, clothing, and construction materials for the Village of Hope
facility.
.
The Armstrong Sewer Project: The Irvine Ranch Water District (IRWD) is
beginning construction of a twenty-seven (27) inch sewer to connect to the
backbone sewer in Tustin Legacy along Armstrong Avenue; it will be staged from
a temporary construction area in the southwest quadrant of the base. The project
is expected to be completed in August 2004.
Miscellaneous
.
Prospect Village Project (191-195 E. Main Street): The public review period for
the proposed mixed-unit development comprised of a new 8,589 sq. ft., two-story
commercial building and twelve (12) mixed use units began on January 9, 2004,
and will conclude on February 23, 2004. Depending on any comments that are
received, the hearing process for the project entitlements could begin as early as
March or April.
