RESOLUTION NO. 3907
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TUSTIN DETERMINING THAT THE
LOCATION, PURPOSE, AND EXTENT OF THE
PROPOSED FACILTIY TO PROVIDE WATER QUALITY
TESTING, HEALTH INSPECTION, AND PLAN CHECKING
SERVICES WITHIN AN EXISTING 55,105 SQUARE FOOT
BUILDING AT 2642 MICHELLE DRIVE CONFORMS WITH
THE TUSTIN GENERAL PLAN.
The Planning Commission does hereby resolve as follows:
I.
A.
The Planning Commission finds and determines as follows:
That the County of Orange Health Care Agency proposes to lease an
existing approximately 55,105 square foot building located at 2642
Michelle Drive to provide water quality testing, health inspection, and
plan checking services.
B.
That the County previously considered a building at 14511 Myford
Road which was determined by the Planning Commission on June
24, 2002, through Resolution No. 3835, to be in conformance with the
City's General Plan. However, the County wishes to substitute the
previously approved site with the new site at 2642 Michelle Drive.
That the site is located within the General Plan "Planned Community
Commercial/Business" land use designation and the Irvine Industrial
Complex Planned Community District. Together, these general plan
and zoning designations provide for a variety of light industrial uses
and their support offices and services. The location, purpose, and
extent of a water quality testing, health inspection, and plan checking
facility within an existing 55,105 square foot building with adequate
access and parking is consistent with the "Planned Community
Commercial/Business" general plan land use designation and
permitted uses within the Irvine Industrial Complex Planned
Community District. In addition, the purpose of the proposed use is
consistent with the following General Plan policy:

Policy 8.1 :
Encourage within economic capabilities, a wide range of
accessible public facilities and community services,
including fire, police, and other governmental and
municipal services.
D.
That California Government Code Section 65402 (b) provides that a
county shall not authorize a public building within the corporate limits

of a city until the location, purpose, and extent of the project has been
reported by the local planning agency as to the conformity with the
applicable, adopted general plan.
E.
That this project is categorically exempt (class 1) pursuant to the
provisions of Section 15301 of the California Environmental Quality
Act.
II.
The Planning Commission hereby determines that the location, purpose, and
extent of the proposed facility to provide water quality testing, health
inspection, and plan checking services within an existing 55,105 square foot
building located at 2642 Michelle Drive conforms with the Tustin General
Plan.
PASSED AND ADOPTED by the Planning Commission of the City of Tustin at a
regular meeting held on the 23rd day of February, 2004.
