AWARD OF CONTRACT FOR THE JAMBOREE ROAD MEDIAN
BARRIER INSTALLATION BETWEEN BARRANCA PARKWAY AND THE
OCTA/SCRRA BRIDGE N/O EDINGER AVENUE PROJECT
(CIP NO. 7162)
SUMMARY
Bids for the Jamboree Road Median Barrier Installation between Barranca Parkway and the
OCTA/SCRRA Bridge n/o Edinger Avenue Project (CIP 7162) have been received and a construction
contract is ready to be awarded.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Jamboree Road
Median Barrier Installation between Barranca Parkway and the OCTA/SCRRA Bridge N/O Edinger
Avenue Project (CIP No. 7162) to Modern Alloys, Inc., the low responsible bidder, in the amount of
$686,778.32, and authorize the Mayor and the City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT
The City's FY 2003-2004 Capital Improvement Program (CIP) budget provides $807,007.00 for the
installation and contract administration of the Jamboree Road Median Barrier Installation between
Barranca Parkway and the OCTA/SCRRA Bridge N/O Edinger Avenue Project (CIP No. 7162). The
bid amount is $686,778.32.
The City has previously secured grant funding for construction of the project from Caltrans, in the
amount of $360,000.00. The City of Irvine's fair share portion of the construction cost is $129,200.00.
The City of Tustin's share of funding for construction is provided by a combination of Gas Tax funds
and CIP funds.
BACKGROUND
The proposed construction project will include the installation of a median barrier along Jamboree Road
between Barranca Parkway and the OCTA/SCRRA Bridge N/O Edinger Avenue. Portions of the project
are located within the City of Irvine.

Bids were opened on January 13, 2004. Ten (10) firms purchased plans and specifications, and only
one (1) firm submitted the following bid:

The low bid for the project is approximately 40% above the engineer's construction estimate of
$500,000.00. During evaluation of the bids it was determined that the higher costs were related to limited
work hours per day and difficulty of constructing the proposed improvements in a confined, and high
speed area. Additionally, the cost of materials such as the steel plates on the concrete bridge decks and
median catch basins, and methods of removal and replacement of portland cement concrete median
pavement increased the bid cost.
Staff considered the option of re-bidding the project. However, due to the specialized nature of the
construction required to install the median barrier, it was determined that re-bidding would not
necessarily result in a lower cost since the pool of potential bidders is very small.
During the recent mid-year budget review, the City Council approved an increase in the project budget to
cover the City's additional costs to administer the construction contract. The City of Irvine has also
approved an increase in their budget to cover their portion of the additional costs.
The references and the State Contractor's License for Modern Alloys, Inc. have been checked and are
appropriate for the project. Therefore, it is recommended that the City Council award the construction
contract to Modern Alloys, Inc. of Stanton, California.
