COMMERCIAL VEHICLE GRANT
SUMMARY:
The Police Department applied for and was awarded a traffic enforcement grant in the
amount of $65,000.00. These funds will go toward the purchase and outfitting of a
commercial enforcement vehicle.
RECOMMENDATION:
Authorize the above funds for the purchase of a 2004 Dodge 2500 HD Pickup from Tustin
Dodge.
FISCAL IMPACT:
None-funding provided by grant, Account Number 168019730.
BACKGROUND:
The Police Department has experienced a significant increase in commercial vehicle
traffic through the city. The reasons are twofold: significant building activity in the
northeast portion of the city due to the base, and adjacent cities restricting or eliminating
commercial traffic routes. Currently, commercial enforcement is conducted by one
officer assigned to Patrol working three days. This officer uses a used Chevrolet Dually
that is not designed for commercial enforcement, is not properly outfitted, and has
significant mileage on it which will result in its replacement in the near future.
Purchasing and outfitting a commercial enforcement vehicle will greatly enhance the
Commercial Vehicle Enforcement Officer's ability to regulate commercial truck traffic
within the city's boundaries. This ability will cut down on damage to the city's roadways
due to overweight vehicles (Jamboree), reduction in traffic accidents, and better
regulation of non-compliant commercial vehicles.
Four bids were received for purchase of the vehicle and Tustin Dodge was the lowest.
This money was previously allocated by Council on February 17, 2004. See attached
minutes.
We request authorization to purchase and outfit the Commercial Enforcement vehicle.
Please see the attached estimates.

ACCEPTING SUPPLEMENTAL LAW ENFORCEMENT SERVICE GRANT
FUNDS (SLESF)
In 1996, California Assembly Bills 3229 established the Citizen's Option for
Public Safety/Supplemental Law Enforcement Services Fund
(COPS/SLESF) grant program. Proceeds from the grant program must be
used for front line law enforcement services that may include the purchase
of new equipment, hiring of additional personnel and increasing the
opportunity for training of safety personnel. A public hearing is required for
the acceptance and allocation of Supplemental Law Enforcement grant
funds. The 2004 allocation is in the amount of $103,976.15.

1.b. Accept $103,976.12 in COPS/SLESF grant funds and appropriate

Mayor Kawashima opened the public hearing at 7:38 p.m. There were no
speakers on the subject and the public hearing was closed at 7:38 p.m.
It was moved by Councilmember Thomas, seconded by Councilmember
Davert, to approve. Motion carried 5-0.

The quotes listed are estimates for the vehicle only. Once the vendor is chosen, I am
proposing that vendor be supplied with the manufacturer information for the additional
vehicle equipment, the bed cap, bed pull-out drawer and the door I roof painting. I would
like to have as much of the basic vehicle structure constructed by the vendor that supplied
the truck to keep things as simple as possible. The emergency lighting, radio installation
and the Tustin decals will need to be applied by the specific vendors.
