HomeMy WebLinkAboutCC MINUTES 1948 05 17128 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF TUSTIN, HELD IN THE CITY HALL OF TUSTIN ON MONDAY EVENING 7:30 P.M. MAY 17, 1948. PRESENT WERE COUNCILMEN : CHARLETON, MILLER, HUMESTON, FORNEY & BACON . ABSENT WERE: COUNCILMEN: NONE. CITY ATTORNEY C. ARTHUR NISSON JR. WAS PRESENT MINUTES THE MINUTES OF THE MEETING OF MAY 3RD WERE ADOPTED AS ADOPTED CORRECTED, ON THE ORDER OF THE MAYOR. TRAILER THE MATTER OF TRAILERS BEING USED IN THE CITY OF TUSTIN COURTS IN OTHER THAN IN TRAILER COURTS HAD A FULL AIRING AND SEVERAL PARTIES WITH TRAILERS WAS BEFORE THE COUNCIL AND ENTERED INTO THE DISCUSSION WHICH DISCLOSED THE FACT THAT THE CITIES ORDINANCE #58 COVERING TRAILER COURT REGULATIONS DOES NOT PERMIT THE LIVING IN TRAILERS OTHER THAN IN TRAILER COURTS. MAYOR CHARLETCN INFORMED THE VIOLATORS THAT MUCH TOLERANCE HAD BEEN INDULGED IN PERMITTING THIS IN TH'E PAST BUT THAT NOW, SINCE THE STATE OF CALIFORNIA IS VITIALLY IN CHARGE OF SUCH, THAT THERE WOULD BE NOTHING ELSE THAT COULD BE DONE THAN TO ABIDE BY THE REQUIREMENTS OF THE STATE, COUNTY. HEALTH DEPARTMENT AND THE ORDINANCE OF THE CITY OF TUSTIiN. PICTURE JESSE TAYLOR WAS BEFORE THE COUNCIL ASKING APPROVAL SHOW OF HIS PUTTING ON AN ADVERTISING CAMPAIGN FOR THE MERCHANTS OF THE CITY OF MOVING PICTURES, TO BE SPONSORED BY THE MERCHANTS. NO DEFINITE ACTION WAS TAKEN IN THIS MATTER, AND AFTER FURTHER INVESTIGATION HE WAS TOLD THIS MATTER COULD BE BROUGHT BEFORE THE COUNCIL AGAIN. TRAFFIC JOHN MCKITTIRCK, PRESIDENT OF CHAMBER OF COMMERCE, SAFETY FILED A LETTER FROM THE TRAFFIC SAFETY COMMITTEE, ASK- REQUEST ING THE CITY COUNCIL TO CAUSE TO HAVE AN ELECTRICALLY LIGHT OPERATED SIGN INSTALLED AT 101 AND YALE STREET. COUNCILMAN MILLER MOVED THAT THE CITY CLERK BE IN- STRUCTED TO WRITE TO THE DIVISION CF HIGHWAYS, FILING WITH THEM A COPY OF THIS LETTER, AND REQUESTING A SURVEY TO BE MADE. COUNCILMAN HUMESTON SECOND THE MOTION, MOTION CARRIED. CLEAN UP JOE OJEPA, VICE-PRESIDNET OF THE CHAMBER OF COMMERCE WEEK STATED TO THE COUNCIL THAT WORK WAS BEING DONE IN A CLEAN UP WEEK PROGRAM FOR TUSTIN AND THE MAYOR COULD BE BROUGHT BEFORE THE COUNCIL WHEN FURTHER PROGRESS HAD BEEN MADE. SIDE MAYOR CHARLETON STATED THAT A SURVEY WAS BEING MADE WALKS TO GET SIDEWALKS REPAIRED AND INSTALLED IN THE CITY. CROSSING MRS. FULLER, REPRESENTING THE P.T.A. OF THE ELEMEN- OFFICER TARY SCHOOL, REQUESTED A CROSSING OFFICER TO BE INSTALLED TO REPLACE MR. SEYMOUR, WHO HAD RECENTLY RESIGNED. THE MATTER WAS TAKEN UNDER ADVISEMENT. RESOLUTION COUNCILMAN FORNEY MOVED TO ADOPT RESOLUTION 211, A 211 ADOPTED RESOLUTION APPROVING STREET IMPROVEMENT PROJECTS FOR 1948-9, AS MADE UP BY ENGINEER MCBRIDE AND SUBMITTED TO THE STATE HIGHWAY FOR APPROVAL. COUNCILMAN MILLER SECOND THE MOTION. MOTION CARRIED. CHIEF OF THE RESIGNATION OF CHIEF OF POLICE, THOMAS POLICE MCMULLEN, WAS READ TO THE COUNCIL AND AFTER RESIGNATION DISCUSSING AT LENGTH, WITH THE CHIEF OF POLICE, IT WAS DECIDED TO TAKE THE MATTER UNDER ADVISEMENT AS TO WHETHER OR NOT THE CHIEF'S RESIGNATION SHOULD BE ACCEPTED. BLANKETS POLICE AND FIRE COMMISSIONER, BACON, WAS IN- FOR POLICE STRUCTED TO INVESTIGATE A REQUEST TO THE CHIEF OF CAR. POLICE FOR BLANKETS FOR THE POLICE CAR TO BE USED IN CASE OF EMERGENCY AND AUTHORIZED THE PURCHASE OF THE BLANKETS. ORDINANCE ORDINANCE 74 HAD ITS FIRST READING. 74 READ BILLS COUNCILMAN HUMESTON MOVED TO PAY THE FOLLOWING BILLS. COUNCILMAN MILLER SECOND THE MOTION. MOTION CARRIED. A.N. CRAIN $15.00 FIRST NATIONAL BANK $56.55 CHAS. E. MORRIS $26.58 LOIS FOLKNER $59.00 ADJOURN COUNCILMAN HUMESTON MOVED TO ADJOURN. COUNCILMAN BACON SECOND THE MOTION. MOTION CARRIED. Arthur M.
