AVENUE AT El CAMINO REAL TRAFFIC SIGNAL MODIFICATION /
UPGRADE (CIP NO. 4064)
SUMMARY
Bids for the Newport Avenue at EI Camino Real Traffic Signal Modification/Upgrade (CIP No. 4064)
have been received and a construction contract is ready to be awarded.
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. Approve a supplemental appropriation of $35,000.00 from the unappropriated reserve of the
Measure M Turnback Fund to the Newport Avenue at EI Camino Real Traffic Signal
Modification/Upgrade (CIP No. 4064).
2. Award the construction contract for the Newport Avenue at EI Camino Real Traffic Signal
Modification/Upgrade (CIP No. 4064) to Steiny and Co., Inc., the low bidder in the amount of
$178,389.00, and authorize the Mayor and City Clerk to execute the contract documents on behalf
of the City.
FISCAL IMPACT
The City's Capital Improvement Program (CIP) Budget for FY 2003-2004 provides $175,000.00 for
the construction of the project. The bid amount for construction of the project is $178,389.00. A
supplemental appropriation of $35,000.00 from the unappropriated reserve of the Measure M
Turnback Fund is needed to fund the construction contract shortfall and to fund the construction
contingencies, traffic signal engineering support, inspection costs, and installation of a Battery
Backup System.

Bids were opened on April 6, 2004, and the six (6) bids received are summarized as follows:

Steiny's bid is 3% lower than the engineer's estimate of $185,000.00. The references and the
contractor's State License for Steiny & Co., Inc., have been checked and are appropriate for
the subject project.
