ALCOHOLIC BEVERAGES SALES ESTABLISHMENTS: AN OVERVIEW OF ALCOHOLIC BEVERAGE SALES ESTABLISHMENTS RULES AND REGULATIONS RELATED TO DISTANCING REQUIREMENTS, HOURS OF OPERATION, EVOLVING NEW BUSINESSES, PROVISIONS OF FOOD IN CONJUNCTION WITH THE SERVING OF ALCOHOLIC BEVERAGES AND THE POTENTIAL FOR AMENDMENTS TO THE TUSTIN CITY CODE. Recommendation: That the City Council and Planning Commission provide staff with direction to: 1. Maintain status quo as to the existing alcoholic rules and regulations; Please note: Written materials relating to agenda items for an open session regular meeting of the Council that are distributed to a majority of the Council members less than 72 hours prior to the meeting are available for public inspection at the following locations: In the City Clerk's Office during regular business hours and following business hours (after 5:30 p.m.) in the Council Chamber on the day of the meeting. 2. Eliminate some or all regulations related to alcoholic sales establishments; 3. Draft Tustin City Code Amendments and/or regulations to reflect City Council and Planning Commission direction; and, 4. Identify the extent of public outreach if a Tustin City Code Amendment is proposed. 2. SIGN CODE AMENDMENTS: AN OVERVIEW OF THE ISSUE OF SIGNS IN THE PUBLIC RIGHT-OF-WAY AND THE IMPACT THAT THE SUPREME COURT DECISION IN [REED VS. TOWN OF GILBERT, AZ] IS HAVING ON TUSTIN SIGN CODE AND TO IDENTIFY POSSIBLE APPROACHES TO ENSURE COMPLIANCE WITH THE COURT'S RULING. Recommendation: That the City Council and Planning Commission provide staff with direction to: 1. Identify the extent of public outreach, with a focus on most impacted groups, including real estate professionals and the business community, and the public; and, 2.
