Kendig PRESENTATION — Mayor Bernstein presented a Certificate of Recognition to Heideman Elementary School Teacher Jonathan Parker in honor of being a Gem of Tustin. ORAL COMMUNICATION/PUBLIC INPUT— 1. Hilda Plummer It was moved by Mayor Pro Tem Murray and seconded by Councilmember Puckett to pull Items 4 and 6 and approve the balance as recommended by staff. Motion carried: 5-0 1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Motion: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL HELD ON JANUARY 17, 2417 AND THE SPECIAL CLOSED SESSION MEETING HELD ON JANUARY 17, 2417. Matron: That the City Council approve the Action Minutes of the Regular City Council February 7, 2617 Meeting Minutes Page 3 of 11 Meeting of the City Council held on January 17, 2017 and the Special Closed Session Meeting held on January 17, 2017. 3. RATIFICATION OF DEMANDS *� The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Motion: That the City Council approve Demands in the amount of $5,983,322.62. 4. CITY OF TUSTIN COMMUNITY DEVELOPMENT 2016 YEAR IN REVIEW Throughout the year, staff provides the City Council with a status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved; major improvement projects; and other items of interest. The Community Development Department's 2016 Year in Review summarizes the Community Development Department's activities throughout 2016 including discretionary permits processed and approved (i.e. Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Department, Code Enforcement activities, and Building Division activities. It was moved by Councilmember Gomez and seconded by Mayor Pro Tem Murray to receive and file this report. Motion carried: 5-0 5. DESTRUCTION OF RECORDS — COMMUNITY DEVELOPMENT DEPARTMENT The Community Development Department is in the process of establishing a new file management system. In an effort to archive and retain City records as required by State law and the City's record retention schedule, and conserve storage space, staff has reviewed and identified outdated administrative and entitlement files. The Community Development Department requests permission to destroy the records listed in Exhibit A that are more than two years old. Motion: That the City Council adopt Resolution No. 17-05, authorizing the destruction of records no longer required to be kept in the possession of the Community Development Department as listed in Exhibit A of the Resolution. RESOLUTION NO. 17-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CITY RECORDS AND City Council February 7, 2017 Meeting Minutes Page 4 of 11 PAPERS IN THE POSSESSION OF THE COMMUNITY DEVELOPMENT DEPARTMENT OF THE CITY OF TUSTIN, PURSUANT TO THE AUTHORITY GRANTED BY THE CITY OF TUSTIN'S RECORDS RETENTION SCHEDULE 6. PARKING PERMIT MANAGEMENT AND CITATION PROCESSING SERVICES The Tustin Police Department is committed to a partnership with our business and residential community to provide the highest level of service based on trust and transparency. The Tustin Police Department solicited proposals from qualified vendors to provide a parking management system that encompasses the City's preferential permit parking and citation management program and integrates with the City's current enforcement system. The goal of an integrated parking management system is to provide a seamless, efficient, customer- friendly and cost-effective operation. In terms of citation processing services, the vendor will process parking citations issued within the City, which will include citation tracking, payment acceptance, appeals processing, and collections. The use of a qualified vendor will continue to strengthen our relationship with the community through increased trust and confidence. The Police Department has utilized the current vendor for approximately 31 years. During this time, technology has advanced and there are handheld computerized citation issuing equipment, printers, and customized citation forms used for enforcement. This technology includes real-time software that allows the customer to pay for a citation shortly after its issuance and a color camera for evidential photographs. This will serve as another layer of efficiency and provide unparalleled, customer-friendly service by providing a more detailed and accurate account of the events. In addition to the citation processing services, the City's preferential permit parking, which is currently being managed by the Police Department, has been growing since its inception. An updated and web-based on-line permitting system would improve customer service, convenience, and efficiency. The system, managed by the vendor and overseen by the Police Department, would allow for on-line permit applications, renewals, and guest passes to be applied for and fulfilled immediately. Staff has conducted extensive research into options for parking permit management and citation processing services with the goal of finding an integrated option. Through the Request for Proposal (RFP) process and research into seven (7) different vendors, the decision was narrowed down to three (3) vendors offering solutions for both parking permit management and citation their hardware and software, it citation processing services from Department. It was moved by Mayor Pro Tem Murray and seconded by Councilmember City Council February 7, 2017 Meeting Minutes Page 5 of 11 Clark to: 1. Award a contract for parking permit management and citation processing services to Turbo Data Systems. ,o, 2. Appropriate $29,946.00 per year from the Police Department budget, Account Number 100-50-32-6040. 3. Authorize the Chief of Police to enter into an annual contract with Turbo Data Systems on behalf of the City of Tustin. Motion carried: 5-0 REGULAR BUSINESS ITEM 7 7. WATER CONSERVATION UPDATE — DECEMBER 2016 As a result of the drought, the City of Tustin is required to provide the State Water Resources Control Board with a monthly report regarding water consumption and restrictions. This report summarizes the information provided to the State for the month of December 2016 and provides the City Council and the public with general information on previous and upcoming actions taken by the City. The City Council unanimously approved to receive and file this report. OTHER BUSINESSICOMMITTEE REPORTS Councilmember Puckett January 27 Attended the Tustin Community Foundation Mayor's inaugural Charity Dinner; highly enjoyed the event. January 28 Attended the Boys and Girls Club Paper Football Challenge; was a charity event consisting of 28 teams to raise money for local non-profit organizations; congratulated Operation Warm Wishes on placing first in the challenge; thanked Chick-fil-A for providing the food for the event. Cauncilmember Gomez January 18 Visited the Samueli Academy Charter School in Santa Ana which focuses on the underserved faster youth in the community. Janus Attended the Orange County Women's March in Santa Ana; many men and children in attendance to show support. January 24 Attended the Association of California Cities of Orange County (ACCOC) Proposition 64 Cannabis Workshop in Laguna Hills; listened to several government officials discuss the new legislation. February l Attended the American Association of University Women (AAUW) meeting featuring the Orange County Superintendent of Schools, Dr. Al Mijares; who gave an update on the demographics of the county and the impact it has on the education of the children. February fi o Attended the Legislative Committee of the Senior Citizen's Advisory Council; discussed the legislative process as well as key legislation affecting seniors. o Was the key note speaker for the South Orange County Democratic Women's Group. January 27 Was unavailable to attend the Tustin Community Foundation Mayor's Inaugural Charity Dinner due to attending a Board of Education Workshop in Sacramento. Thanked Community Development for the Year in Review information. Councilmember Clark January 18-26 Attended the League of California Cities Conference in Sacramento; a lot of great information for new councilmembers and new mayor's. January 24 Attended the Association of California Cities of Orange County (ACCOC) Proposition 64 Cannabis Workshop in Laguna Hills. Announced the success of Super Bowl LI; announced a great champion is one who never gives up, no matter the situation. January 27 Attended the Tustin Community Foundation Mayor's Inaugural Charity Dinner; highly enjoyed the event; thanked everyone who attended and supported the event; thanked the Silver Beatles for their performance. January 28 Attended the Tustin Community Foundation Paper Football Challenge at the Boys and Girls Club; congratulated Beckman High School, Operation Warm Wishes Team for taking first place with the event; thanked Tustin Community Foundation for putting on a successful and enjoyable event. Announced, on February 12th, Patriot's and Pioneers will be celebrating the memory of United States Marine Corps Sergeant Joseph Brand, ceremony will be held on Brand Street in Tustin; Patriot's and Pioneers is a new project of the Tustin Community Foundation; this new project will recognize the men and women are currently making City Council February 7, 2017 Meeting Minutes Paqe 10 of 11 sacrifices, as well as pay tribute to the local heroes who lost their lives in the service of our county; during 2017, the Tustin Community Foundation will hold tribute celebrations to familiarize residents with the patriots honored with street names throughout the Tustin community.
