SUBJECT: AWARD OF CONTRACTS FOR PEPPERTREE PARK (CIP 10032) AND
CAMINO REAL PARK (CIP 20054) LIGHTING IMPROVEMENTS
SUMMARY
The Peppertree Park Lighting Improvements (CIP No. 10032) and Camino Real Park Lighting
Improvements (CIP No. 20054) will provide for key pathway safety, minimize the need for
maintenance and decrease energy usage. The purpose of this item is to consider the acceptance
of the lowest responsive, responsible bid from Comet Electric, Inc. for both projects and to seek
authorization to award the construction contracts.
RECOMMENDATION
It is recommended that the City Council:
1. Award the construction contract for the Peppertree Park Lighting Improvements CIP No. 10032
to the lowest responsive/responsible bidder, Comet Electric, Inc. in the amount of $132,100,
and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the
City; and
Award the construction contract for the Camino Real Park Lighting Improvements CIP No.
20054 to the lowest responsive/responsible bidder, Comet Electric, Inc. in the amount of
$121,588, and authorize the Mayor and the City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT
Sufficient funds in the amount of $180,000 and $150,000 have been budgeted and appropriated for
these projects in this Fiscal Year 2016-2017 Capital Improvement Program in CIP Nos. 10032 and
20054, respectively. Staff had allocated $300,000 in FY 15116 Community Development Block
Grant (CDBG) funds were for the Main Street Improvements (CIP No. 40087) project in the FY
16117 Capital Improvement Program budget. The Main Street project is still in the design phase.
To expedite use of the CDBG funds, staff has reallocated the funds to the Peppertree Park Lighting
project, which falls within the City's CDBG area. Future CDBG funds will be used to fund the
construction of the Main Street Improvements project.
CORRELATION TO THE STRATEGIC PLAN
The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public
Safety and Protection of Assets.

BACKGROUND
Peppertree Park
The proposed lighting project at Peppertree Park consists of additional security lighting adjacent to
the perimeter walkway along C Street and First Street, three additional lights near the playground
area, and up -lighting for the park monument signage. A total of eleven new lights will be installed
and will match the existing light emitting diode (LED) fixtures, providing ample lighting to the
adjacent passive park areas.
Formal bids were publicly opened on February 16, 2017 and reviewed by Public Works. Six (6)
bids were received and are summarized below by order of least dollar amount:

Camino Real Park
The proposed project will consist of installation of pathway and play element lighting in Camino
Real Park to improve security and use level lighting. The project will replace 10 existing lights and
install 8 new ones to illuminate dark areas throughout the park. The planned fixtures for this project
will be light emitting diode (LED) that offer the latest in both design and technology, providing the
desired lighting levels with reduced energy costs and longer service life.
Formal bids were publicly opened on February 16, 2017 and reviewed by Public Works. Seven (7)
bids were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Comet Electric, Inc. and
has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract for the Peppertree Park
Lighting Improvements (CIP No. 10032) and Camino Real Park Lighting Improvements (CIP No.
20054) to the lowest responsive/responsible bidder, Comet Electric, Inc. in the amount of $132,100
& 121,588 respectively, and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
