CONSENT CALENDAR ITEMS
All matters listed under the Consent Calendar are considered
to be routine and will be enacted by one motion without
discussion. Persons wishing to speak regarding Consent
Calendar matters should file a "Request to Speak" form with
the City Clerk. (Agenda Items 1 through 6)
1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON
THE AGENDA
Recommendation: That the City Council waive reading in full of all ordinances
and resolutions on the agenda and declare that said titles which appear on the
public agenda shall be determined to have been read by title and further reading
waived.
2. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL
HELD ON FEBRUARY 21, 2017 AND SPECIAL CLOSED SESSION
MEETING OF THE CITY COUNCIL HELD ON FEBRUARY 21, 2017.
Recommendation: That the City Council approve the Action Minutes of the
Regular Meeting of the City Council held on February 21, 2017 and the Special
Closed Session Meeting held on February 21, 2017.
3. RATIFICATION OF PAYROLL AND DEMANDS
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin obligations that are in accordance with
the approved budget or continued operations authorizations.
Recommendation: That the City Council approve Payroll in the amount of
$706,202.01; and Demands in the amount of $3,857,326.78.
4. 2016 GENERAL PLAN ANNUAL REPORT AND ANNUAL MITIGATION
MONITORING STATUS REPORT FOR FEIS/EIR FOR MCAS TUSTIN
SPECIFIC PLAN
The California Government Code requires that the Planning Commission
provide an annual progress report to the City Council on the status of the City's
General Plan and the progress in its implementation, including the progress in
meeting our share of regional housing needs and efforts to remove
governmental constraints to housing development, maintenance, and
improvement.
In addition, the City Council certified the Program Final Environmental Impact

Statement/Environmental Impact Report (FEIS/EIR) for the Disposal and Reuse
of MCAS Tustin along with its Supplemental and Addendums. The FEIS/EIR
evaluated the environmental impacts of the reuse and disposal of MCAS -Tustin,
which included the adoption of a Mitigation Monitoring and Reporting Program
(MMRP) pursuant to CEQA Guidelines Section 15097. The MMRP requires
annual review to ensure compliance with required mitigations.
On February 28, 2017, the Planning Commission reviewed the General Plan
Annual Report and Annual Mitigation Monitoring Status Report and authorized
staff to forward the reports to the City Council. With Council authorization, staff
will forward the General Plan Annual Report to the State Office of Planning and
Research and the State Department of Housing and Community Development
(HCD) in fulfillment of the State's requirement, and receive and file the Annual
Mitigation Monitoring Status Report.
Recommendation: That the City Council:
1. Authorize staff to forward the General Plan Annual Report to the State
Office of Planning and Research and the State Department of Housing
and Community Development; and
2. Receive and file the Annual Mitigation Monitoring Status Report and
authorize staff to submit a subsequent report when considerable and
significant activities occur.
5. AWARD OF CONTRACTS FOR PEPPERTREE PARK (CIP 10032) AND
CAMINO REAL PARK (CIP 20054) LIGHTING IMPROVEMENTS
The Peppertree Park Lighting Improvements (CIP No. 10032) and Camino Real
Park Lighting Improvements (CIP No. 20054) will provide for key pathway.
safety, minimize the need for maintenance and decrease energy usage. The
purpose of this item is to consider the acceptance of the lowest responsive,
responsible bid from Comet Electric, Inc. for both projects and to seek
authorization to award the construction contracts.
Recommendation: That the City Council:
1. Award the construction contract for the Peppertree Park Lighting
Improvements CIP No. 10032 to the lowest responsive/responsible
bidder, Comet Electric, Inc. in the amount of $132,100, and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of
the City; and
2. Award the construction contract for the Camino Real Park Lighting
Improvements CIP No. 20054 to the lowest responsive/responsible
bidder, Comet Electric, Inc. in the amount of $121,588, and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of

the City.
6. AUTHORIZE THE REQUEST FOR THE ORANGE COUNTY
TRANSPORTATION AUTHORITY MEASURE M2 TIER 2 ENVIRONMENTAL
CLEANUP PROGRAM FUNDING EXTENSION FOR THE MEDIAN
IRRIGATION REPLACEMENT AND STORM DRAIN RETROFITS
The City of Tustin was awarded a grant in the amount of $200,000 from the
Orange County Transportation Authority (OCTA) Measure M2 Environmental
Cleanup Program Tier 2 for the Median Irrigation Replacement and Storm Drain
Retrofits project. The funds were budgeted for Fiscal Year 2016/2017 and the
grant requires that a contract for the work must be awarded by June 30, 2017.
Project design is in process. However, award of the construction contract is not
anticipated until August 2017. A funding extension request will be submitted to
OCTA at the first 2017 grant semi-annual review. To submit the request for
extension, OCTA requires City Council concurrence with the request.
Recommendation: That the City Council authorize the Public Works
Department to request a one-time, two year extension from OCTA for the
Measure M2 Environmental Cleanup Program Tier 2 funding for construction of
the Median Irrigation Replacement and Storm Drain Retrofits.

7. WATER CONSERVATION UPDATE — JANUARY 2017
As a result of the drought, the City of Tustin is required to provide the State
Water Resources Control Board with a monthly report regarding water
consumption and restrictions. This report summarizes the information provided
to the State for the month of December 2016 and provides the City Council and
the public with general information on previous and upcoming actions taken by
the City
Recommendation: That the City Council receive and file this report.
OTHER BUSINESS/COMMITTEE REPORTS
ADJOURNMENT — The next meeting scheduled is on Tuesday, March 21, 2017 for the
Closed Session Meeting at 5:30 p.m. and the Regular Business Meeting at 7:00 p.m. in
the Community Center, 300 Centennial Way, Tustin, California.
