The City Council finds and determines as follows: A. That Final Tract Map No. 14366 has been submitted by A-M/Greystone Homes Inc. B. That a public hearing was held by the Planning Commission on October 14, 1991. At that hearing the Planning Commission recommended approval of Vesting Tentative Tract Map 14366 (Lots 5, 6 and J of Tract 13627) to the City Council. Subsequently, the City Council approved Vesting Tentative Tract Map 14366 (Lots 5, 6 and J of Tract 13627) on November 4, 1991. C. That following Vesting Tentative Tract Map approval, the applicant filed Final Tract Map 14366 (Lot 6 and J of Tract 13627), which conforms with the approved Vesting Tentative Tract Map. D. The Planning Commission recommended approval of Final Tract Map 14366 to the City Council on May 24, 1993. E. That the proposed subdivision is in conformance with the Tustin Area General Plan, adopted East Tustin Specific Plan, Development Agreement and Subdivision Map Act as it pertains to the development of residential units. F. The .9282 acres of parkland required for this development was previously dedicated with recordation of Tract 13627. G. That the City has reviewed the status of the School Facilities Agreement between the Irvine Company and the Tustin Unified School District, the East Tustin Specific Plan, EIR 85-2, the impacts of Vesting Tentative Tract Map 14366 on School District facilities, and reviewed changes in State law, and finds and determines that the impacts on School District Resolution No. 93-53 Page 2 8 9 10 11 12 13 14 15 1G 17 18 19 20 2l 22. 2~ 2~ 2i 2t 2' 2' facilities by approval of this map are adequately addressed. H. That the site is physically suitable for the type of development proposed. I. That the site is physically suitable for the proposed density of development. J. That the design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife in their habitat. K. That the design of the subdivision or the type of improvements proposed will not conflict with easements acquired by the public-at- large, for access through or use of the property withir. the proposed subdivision. L. That the design of the subdivision or the types of improvements proposed are not likely to cause serious public health problems. M. That the Final Tract Map is in substantial conformance with the Vesting Tentative Tract Map. N. That the project is considered Ministeriall}' Exempt pursuant to Section 15268(B) of the California Environmental Quality Act. II. The City Council hereby approves Final Tract Map 14366 subject to final approval of the City Engineer.
