RESOLUTION NO. 92-154
A RESOLUTION OF THE CITY COIINCIL OF THE CITY OF
TUSTIN, CALIFORNIA, STATING THE COUNCIL'S VEHEMENT
OPPOSITION TO ANY PROPOSAL TO LOCATE A CORRECTIONAL
FACILITY AT THE MARINE CORPS AIR STATION-TUSTIN

The City Council of tile City of Tustin, California, DOES HEREBY
RESOLVE as follows:
WHEREAS, the United States Congress and the President of
the United States has determined that the Marine Corps Air
Station (MCAS), Tustin, is surplus to the needs of the military,
required the base operations to be relocated and directed the
discosal of the Base property according to existing Base Closure
Law; and

WHEREAS, Base Closure ]Law provides that the property be
]]! offered to a succession of entities, including other federal
, agencies, Homeless organizatJ, ons, and State, County and local
]~ governments prior to making it available to private interest;

WHEREAS, on October 30, 1992, the Department of." the Navy
began its disposition process by advertising MCAS-Tustin
I property availability to interested federal agencies. Through
]5 that process, the U.S. Department of Justice-Bureau of Prisons
i has transmitted a proposal to obtain a below market -value
interest in a portion off the Base property for the specific
](~ I' purpcse of locating a federal correctional facility within MCAS-
]7ii Tustin. In addition, the Orange County Sheriff'.~ Department has
I! also made specif4, c inquiries about the feasibility of a County

19i WHEREAS, the City of Tustin has appointed a 17 member Base

ayes, ! abstention, with one member failing to vote.
NOW THEREFORE, the City Council of the City of Tustin
hereby resolves as fo] lows:

The City o~ Tustin City Council shares the concern of
the Base Closure Task Force regarding this matter and
also vehemently opposes any siting of any County,
State or Federal correctional facility at the MCAS-
Tustin property.
The City Manager is hereby directed to formally
forward to the agencies noted above and any others,
the Base Closure Task Force and City Council's adamant
opposition to the siting of any kind of correctional
facility at the MCAS-Tustin property.
PASSED and ADOPTED by the City Council of Tustin this 21st day
