CONSIDER VARIOUS SOLID WASTE RATE ADJUSTMENTS AND
PLACING RESIDENTIAL SOLID WASTE RATES ON THE FY 04-05
COUNTY PROPERTY TAX ROll
SUMMARY
The City is required to annually adjust solid waste rates pursuant to the franchise
agreement with Federal Disposal Service. A public hearing is required to place an
assessment on the property tax roll. Staff is requesting the City Council set a public
hearing on May 17, 2004 at 7:00 P.M. to consider the various rate adjustments and
placement of the residential fees on the FY 2004-2005 property tax roll.
RECOMMENDATION
Set a public hearing for May 17, 2004 at 7:00 P.M. to consider various rate adjustments
and to place the residential solid waste fees on the County's Assessor's tax roll.
FISCAL IMPACT
There is no fiscal impact associated with this item.
BACKGROUND
The solid waste franchise agreement between the City and Federal Disposal Service
provides for an annual adjustment of all solid waste collection rates. The rate
adjustments to be considered are related to an increase in the Producer Price Index and
extraordinary insurance costs experienced by Federal Disposal Service.
Residential fees are placed on the assessor's tax roll and a public hearing is required to
place the assessments on the tax roll. Commercial rate adjustments will also be
considered with this issue but a public hearing is not required as commercial rates are
billed directly to the customer by the hauler. Staff is requesting the City Council to set a
public hearing for May 17, 2004 at 7:00 P.M.
