ADVERTISEMENT FOR BIDS FOR THE RED HILL AVENUE WIDENING
AND MEDIAN IMPROVEMENTS PROJECT FROM BARRANCA PARKWAY
TO EDINGER AVENUE, CIP NOS. 70197, 70226 & 70227
SUMMARY
The plans and specifications for the Red Hill Avenue Widening and Median Improvements
Project from Barranca Parkway to Edinger Avenue, CIP Nos. 70197, 70226 & 70227 have been
prepared and the project is ready to be bid.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 17-03 approving the plans and specifications for the Red Hill
Avenue Widening and Median Improvements Project from Barranca Parkway to Edinger
Avenue, CIP Nos. 70197, 70226 & 70227; and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in this Fiscal Year 2016-2017 Capital
Improvement Program for the project in the Red Hill Avenue Widening and Median
Improvements Project from Barranca Parkway to Edinger Avenue, CIP Nos. 70197, 70226 &
70227. The engineer's estimate for the project is $5,800,000. The project is funded through a
combination of sources that includes Measure M2 Regional Capacity Program (RCP), Legacy
Backbone Infrastructure Fees, MCAS 2010 Tax Allocation Bonds and Community Facilities
District 14-1.
CORRELATION TO THE STRATEGIC PLAN
The construction of Red Hill Avenue Widening and Median Improvements Project from Barranca
Parkway to Edinger Avenue contributes to the fulfillment of the City's Strategic Plan Goal A:
Economic and Neighborhood Development. Specifically, the project implementation of Strategy
1, which among other items, is to develop critical phases of Tustin Legacy.
DISCUSSION AND BACKGROUND
Red Hill Avenue is designated as a major arterial roadway on the Orange County Master Plan of
Arterial Highways (MPAH) and is currently six lanes with a striped median. The PM peak hour
on northbound Red Hill Avenue experiences particularly heavy congestion.

The project will widen the northbound side to implement a fourth through lane and install a
raised median to reduce driveway cross traffic movement on Red Hill Avenue from Dyer
Road/Barranca Parkway to Edinger Avenue, thereby improving traffic flow and enhancing
safety.
Construction components will include roadway widening and median installation, Class Il bike
lane, underground utility, street lighting, intersection improvements, traffic signals modifications,
drainage systems and environmentally sustainable catch basins with low impact development
bio treatment, curb and gutter, sidewalk construction, signing and striping and median
landscaping featuring drought tolerant plants.
The tentative schedule for construction of the project is as follows:

RESOLUTION NO. 17-03
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE RED
HILL AVENUE WIDENING AND MEDIAN IMPROVEMENTS PROJECT FROM
BARRANCA PARKWAY TO EDINGER AVENUE, CIP NOS. 70197, 70226 &
70227 AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Red Hill Avenue Widening and Median Improvements Project
from Barranca Parkway to Edinger Avenue, CIP Nos. 70197, 70226 & 70227; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, on January 16, 2001, the City of Tustin certified the Program Final
Environmental Impact Statement/Environmental Impact Report (FEISIEIR) for the reuse and
disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-
76, approving a Supplement to the FEISIEIR for the extension of Tustin Ranch Road between
Walnut Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the
City Council adopted Resolution No. 06-43 approving an Addendum to the FEISIEIR. On May
13, 2013, the City Council adopted Resolution No. 13-32 approving the 2nd Addendum to the
FEISIEIR. The FEISIEIR along with its Addendums and Supplement is a program EIR under
the California Environmental Quality Act (CEQA). The FEISIEIR, Addendum and Supplement
considered the potential environmental impacts associated with development on the former
Marine Corps Air Station, Tustin; and
WHEREAS, an environmental checklist was prepared for the proposed project that
concluded no additional environmental impacts would occur from approval of the project. The
Environmental Analysis Checklist concludes that it can be seen with certainty that there is no
possibility that the activity in question may have a new or increased significant effect on the
environment because all potentially significant effects 1) have been analyzed adequately in an
earlier EIR pursuant to applicable standards, and 2) have avoided or mitigated pursuant to that
earlier EIR, including revisions or mitigation measures that are imposed upon the proposed
project; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Red Hill Avenue Widening and Median Improvements Project from Barranca Parkway to
Edinger Avenue, CIP Nos. 70197, 70226 & 70227
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 21St day of March 2017.
