STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70016 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70016 have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 17-12 approving the plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70016, and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Funding in the amount of $1,725,000 has been budgeted and appropriated in the Fiscal Year 2016-2017 Capital Improvement Program for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project. The project is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M2 funding. The total engineer's estimate is $1,465,000. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION AND BACKGROUND The Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70016 for Fiscal Year 2016-2017 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets throughout the City within Zone 5 of the City's Pavement Management Program. The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 5 (see attached map), is generally bounded by North City Limit to the north, along Browning Avenue and West City Limit to the west, Santa Ana Freeway (SR -5) to the south, and Jamboree Road to the east. Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project April 18, 2017 Page 2 Effective July 1, 2017, the Measure M2 Ordinance (Ordinance No. 3) requires each City to maintain a minimum level of local streets and roads expenditures from the City's General Fund regarding the Maintenance of Effort (MOE) benchmark of $1,455,691 for this fiscal year in order to avoid the risk of becoming ineligible for M2 funds. CIP No. 70016 also includes the Annual Sidewalk Repair Project which focuses on removal and replacement of damaged sidewalk to correct tripping hazards at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. The field survey identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of an acceptable species more suitable to the parkway area as recommended by the City's Contract Certified Arborist. This project also provides improvements throughout the City to comply with the Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City staff to provide for completion of missing segments of sidewalk and curb ramps to improve pedestrian access.
