SUBJECT: 2017 COMMISSION APPOINTMENTS
SUMMARY:
On March 1, 2017, the terms for the following expired: Planning Commissioners Austin
Lumbard, Steve Kozak, and Ryder Smith; and Community Services Commissioners
Erin Moore, Donna Marsh Peery and Larry Sample. One vacancy on the Audit
Commission exists due to a resignation.
Although terms expired on March 1, 2017, all members of the Commission shall serve
until their respective successors are appointed, pursuant to Tustin City Code Sections
1513 (Planning Commission), 1553 (Community Services Commission) and 1539 (Audit
Commission).
RECOMMENDATION:
Pleasure of the City Council.
FISCAL IMPACT:
None.
BACKGROUND:
On January 17, 2017, the City Council appointed an ad hoc committee consisting of
Mayor Pro Tem Murray and Councilmember Gomez to interview the candidates and
make a recommendation to the full City Council. On March 2, 2017 the ad hoc
committee interviewed three candidates for the Audit Commission, eight candidates for
the Community Services Commission, and twelve candidates for the Planning
Commission.
Mayor Pro Tem Murray and Councilmember Gomez are recommending the following
applicants for Council's consideration:

Audit Commission (one vacancy)
1. Colin Deering, Business Taxes Specialist 1, California State Board of
Equalization
I have lived in the City of Tustin for about six years now and plan on living here
for the foreseeable future. I would like to use my experience and expertise to
help make Tustin a better and stronger city. I am also interested in engaging in
the local politics in the city I live in. As a government worker and tax auditor I
believe that government can be a big factor in helping improve the lives of
citizens. My skills, education, and experience are well suited to the duties of the
audit commission. I would like to contribute to the city in ways that best suit my
background.
2. Lynda Jenkins, Senior Grant Writer/Facilitator, University of California, Riverside
I have many years of experience working in local government and higher
education, and would like to actively participate in my own community, to assist
in decision-making and program and plan implementation.
Community Services Commission (three vacancies)
1. Barry Cooper, Director of Marketing, NPG Asphalt
I have served Tustin for over 25 years and I am hopeful that I can continue my
service to our great city on one or both commissions to which I am applying. I
am eager to learn more about the city that I love.
2. AJ Jha, Chief Executive Officer, Tustin Auto Gas Works
Tustin. My goal is to keep the progression and trend and do whatever I can wish
to serve on a to help advance issues that provide better resources for the Tustin
community. My goal is to provide whatever insight I can and gauge the
community for ideas to improve the services provided by the Parks and
Recreation Department. Because of my position as an owner of an Arco station
in Tustin I interact with many residents of Tustin on a daily basis. With this
interaction I can gain incredible insight with their suggestions and concerns. My
goal is to do whatever I can to improve and increase the exposure of Tustin
parks, recreation activities and city sponsored events. My end goal is to have city

facilities, programs and projects utilized to best extent as possible for the
community.
3. Jake Lowe, Site Manager, Clutter
I have a strong planning and operations background and I would love the
opportunity to help give back to the City of Tustin through supporting the
Conservation and Open Space chapter of the General Plan as a commission
member, As a former Eagle Scout and continued avid conservationist it would
be an honor to help play a role in the management and conservation of Tustin's
incredible outdoor spaces. As a resident of Tustin over the years I have come to
really value these spaces as a unique asset to our community, enjoying 4th of
July fireworks from the Citrus Ranch Park and having an easter egg hunt in
Cedar Grove Park among others. I can see effective management and oversight
of these resources as being critical to their continued use and upkeep.
4. Donna Marsh Peery, Retired Claims, Administrative, Agency Recruiting, State
Farm Insurance
would like to continue my service as a Community Services Commissioner and
my service for the City of Tustin. I am passionate about volunteerism and this
City. I first joined the Commission to be able to provide input on the development
of what is now called Veterans Sports Park and look forward to completing this
project and the upcoming ground breaking. I hope to continue as a
Commissioner for the next term as I am the President Elect for the California
Association of Parks and Recreation Commissioners and Board members.
5. Larry Sample, Retired Project Manager, RBF Consulting
To continue to serve .the residents of Tustin in regards to parks, facilities, and
events.
Planning Commission (three vacancies
1. Eddie Chang, President and Co -Founder, Consulting Firm, Proton Center
Development Corporation; Real Estate Broker, Independent Brokerage Firm
The City of Tustin is a beautiful mid-sized city with a small town feel. With the
ongoing development of Tustin Legacy and Old Town Tustin, I believe there is a
tremendous opportunity for me to help shape the future of Tustin. Having lived in
Tustin for over 4 years, I have grown to love this city and have seen its rapid

development. Since I live in Tustin Legacy, the current development has direct
impact on my neighborhood, and I want to be an integral part of that progress.
This city is a shining star in Orange County and has huge potential to become
even brighter,
2. Ryan Gallagher, PE Principal, KEH & Associations
In the past 15 years, I have lived in Los Angeles County, San Diego County,
Ventura to serve on a County and San Luis Obispo County. My wife and I moved
to Tustin about a year ago and it was clear within the first month that this is
where we wanted to live long-term and raise our kids. That is why I opened an
office here in Tustin. Tustin is a unique town in a unique position, and the next
few years of development will shape the future of my community. I want to be a
part of this.
3. Steve Kozak, Management Consultant, Kozak Consulting Group
Thank you for the opportunity to submit my information in support of my
application to serve on a for reappointment to the Tustin Planning Commission.
am eager to continue to serve our Tustin community as a member of the
Planning Commission, and follow through to completion the programs and
projects that the City Council, Planning Commission, and City staff have
underway, with special attention to projects at the Legacy under the Council -
approved disposition strategy, cultural and historic resources responsibilities
related to Old Town Tustin, and related planning initiatives to promote high-
quality and aesthetically pleasing developments; consistent City identity; and
orderly development and sustainable growth consistent with City Council policies.
Our City is experiencing a period of important change and considerable
opportunities that require the City Council and Planning Commission to consider
land use matters that will impact the future of our Tustin community for the long-
term. Examples include continued development of the Legacy; Transit Oriented
Development (TOD); affordable/ workforce housing; infill development; the
Commercial Core Specific Plan; and the Red Hill Specific Plan. My application for
continued service on the Planning Commission is grounded in first-hand
knowledge, experience and understanding with these projects and programs,
and in turn, will enable me to provide the consistency and continuity that is
essential to follow through and move these important efforts forward for City
Council action. I will continue to review and evaluate land use and development
issues consistent with the City Council' s strategic policy goals and objectives for
our entire community. I will provide consistency and leadership on the
Commission to enhance well-planned and sustainable growth in Tustin, and

support an economic and community environment to make Tustin' s quality of life
even better as an excellent place to live and work. Please know that I am ready,
willing and able to rededicate myself to the work of the Planning Commission,
and want to reassure the City Council that I will continue to evaluate the land use
and development issues that come before the Commission consistent with a view
of balanced growth, local business vitality, and maintaining and enhancing the
quality of life for all the residents of Tustin.
4. Austin Lumbard, Project Manager, Fluor Corporation
To continue to serve my city. To maintain and improve Tustin's quality of life
through shaping planning and development.
5. Ronald Nestor, AIA, LEED AP, NCARB. Sr. Principal/Designer/Planner, William
Hezmalhalch Architects
There are important changes coming to the built environment over the coming
years and we need to prepare. Changing demographics will have an important
effect on Orange County with young people unable to afford or not wanting the
suburban lifestyle. The coming effects of the Autonomous Car will change urban
development patterns, parking standards, and traffic flow in a significant way.
have been involved with the County of Orange to study their parking
requirements and I think we are on the verge of doing it again. Future projects
will be denser and I believe that I understand these trends better than many. I
wish to give back to my community and make Tustin and Orange County an even
stronger economy while protecting and enhancing our residential communities.
6. Ryder Smith, President, Tripepi, Smith
Land use has an important impact on the future of our community. I value the
City of Tustin and the people who live in it, and I want to ensure the future of the
city remains as bright as it is today. Hopefully my voice and experience will
contribute toward that goal.
