MILLER COMMUNITY CENTER) APRIL 25, 2017 CALL TO ORDER: 7:00 p.m. INVOCATION/PLEDGE OF ALLEGIANCE: Kozak ROLL CALL: Commissioners Mason, Kozak, Lumbard, Smith, Thompson 1. PLANNING COMMISSION REORGANIZATION As a matter of standard procedure, the Planning Commission reorganizes once per year by appointing a new Chairperson and Chairperson Pro Tem. RECOMMENDATION: That the Planning Commission elect a Chairperson and Chairperson Pro Tem pursuant to standard procedures. PUBLIC CONCERNS: (Limited to 3 minutes per person for items not on the agenda) At this time members of the public may address the Commission regarding any items not on the agenda and within the subject matter jurisdiction of the Commission (NO action can be taken on off- agenda items unless authorized by law). If you wish to address the Commission on any matter, please fill out one of the forms located at the speaker's podium so that your remarks within the recording of the meeting can be attributed to you. Completion of this form is not mandatory, but accurately provides your information for the record. CONSENT CALENDAR: All matters listed under the Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Commission, staff, or public request specific items to be discussed and/or removed from the Consent Calendar for separate action. 2. APPROVAL OF MINUTES — MARCH 28, 2017 RECOMMENDATION: That the Planning Commission approves the Minutes of the March 28, 2017 Planning Commission meeting, as provided. Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the Community Development Department located at 300 Centennial Way, Tustin, California, during normal business hours. I--'WIn compliance with the Americans With Disabilities Act, if you need special assistance to participate in this meeting, please contact the office of the City Clerk at (714) 573-3025. CORRECTION TO THE SEPTEMBER 27, 2016 MINUTES RECOMMENDATION: That the Planning Commission approve the item as provided. REGULAR BUSINESS: 4. SUMMARY OF PROJECTS The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. RECOMMENDATION: That the Planning Commission receive and file this item. Presented by: Adrianne Dileva-Johnson, Management Analyst 5. TUSTIN LEGACY STATUS UPDATE Update on the status of Tustin Legacy. The presentation will cover existing developments, developments under construction, future development potential and the status of infrastructures at Tustin Legacy. TRANSMITTAL OF DRAFT TUSTIN LEGACY SPECIFIC PLAN AMENDMENT (SPA) 2015-001 AND DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (SEIR) Included in the transmittal are the Draft Tustin Legacy SPA Amendment and Draft SEIR to allow the Commission time to review the voluminous documents prior to the public hearing on June 13, 2017. A complete staff report and full presentation of the proposed Specific Plan Amendment will be provided at the scheduled public hearing. RECOMMENDATION: That the Planning Commission receive the draft Tustin Legacy Specific Plan Amendment and Draft Supplemental Environmental Impact Report (SEIR) and tentatively set the item for Planning Commission public hearing on June 13, 2017.
