PURCHASING PROGRAM TO PURCHASE AND INSTALL WATER QUALITY
DEVICES CIP 10074
SUMMARY
Staff is requesting City Council authorization to use the County of Orange Cooperative Purchasing
Program to purchase and install water quality devices for the irrigation retrofit portion of the Median
Landscape Rehabilitation Project CIP 10074, pursuant to Tustin City Code Section 1625c.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 17-21 authorizing the City of Tustin
to use the County of Orange Cooperative Purchasing Program, consistent with the effective date of
Ordinance No. 1438 and the amended Tustin City Code Section 1625c, to contract with United
Storm Water, Inc. to purchase and install 24 automatic retractable screens at various locations as
part of the Median Landscape Rehabilitation Project CIP 10074.
FISCAL IMPACT
The total cost for the Median Landscape Rehabilitation Project is estimated at $3,000,000. As a
part of this project 24 automatic retractable screens were proposed to be installed. The cost to
purchase and install the screens is $24,000. The OCTA Measure M2 Grant provides $200,000 to
be used for irrigation replacements as well as the retractable screens. Sufficient funds are
budgeted and appropriated in the Median Landscape Rehabilitation Project CIP 10074.
CORRELATION TO THE STRATEGIC PLAN
This item contributes to the fulfillment of the City's Strategic Plan Goal E: Strong Community and
Regional Relationships. Specifically, the project implements Strategy #2, working collaboratively
with agencies on issues of mutual interest and concern.
DISCUSSION AND BACKGROUND
The OCTA M2 Environmental Cleanup Program is a grant program dedicated to protecting Orange
County beaches and waterways from the conveyance of urban runoff associated with
transportation generated pollution. A minimum local match of 25% is required as part of the grant.
In an effort to aid municipalities using these funds, the County of Orange entered into a Master
Agreement with vendors to provide and install water quality devices. Through the County's Master
Agreement, prices with each vendor have been established and terms and conditions have been
approved. The Master Agreement has established volume -based pricing and will save the City
approximately 15% off the purchase price that the City has paid for similar BMP's in the past.

The City has used United Storm Water, Inc. to provide and install catch basin devices in the past
and they have proven to be a reliable and efficient contractor. The automatic retractable screen
they will install will be consistent with the screens currently installed. It is therefore recommended
that in accordance with the amended Tustin City Code Section 1625c, the City use the County's
Master Agreement with United Storm Water, Inc. to purchase and install at least 24 automatic
retractable screens as part of the Median Landscape Rehabilitation Project CIP 10074.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING THE USE OF THE COUNTY OF ORANGE'S
COOPERATIVE PURCHASING PROGRAM TO PURCHASE AND INSTALL
WATER QUALITY DEVICES FOR THE MEDIAN LANDSCAPE
REHABILITATION PROJECT CIP 10074
- WHEREAS,wthe City has need to purchase and install various materials, supplies
and equipment in order to conduct the operations of the City and comply with water
quality requirements; and
WHEREAS, the City has received funding under the Orange County
Transportation Authority M2 Environmental Cleanup Program to purchase and install
catch basin devices at various locations throughout the City; and
WHEREAS, Section 1625c of the Tustin City Code authorizes the use of the
County of Orange's Cooperative Purchasing Program to purchase materials, supplies,
and equipment if it can be acquired more cost effectively or efficiently by the County;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, does hereby authorize the use of the County of Orange's Cooperative
Purchasing Program, to purchase and .install water quality devices, including at 24
automatic retractable screens for the Median Landscape Rehabilitation Project CIP
10074, and that the City Manager or his designee, is hereby directed to sign and deliver
all necessary requests and other documents in connection therewith, and for and on
behalf of the City of Tustin.

Tustin held on the 16th day of May 2017.
