CONSENT CALENDAR ITEMS All matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion without discussion. Persons wishing to speak regarding Consent Calendar matters should file a "Request to Speak" form with the City Clerk. (Agenda Items 1 through 7) 1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL HELD ON MAY 2, 2017. City Council May 16, 2017 Meeting Agenda Page 3 of 6 Recommendation: That the City Council approve the Action Minutes of the Regular Meeting of the City Council held on May 2, 2017. 3. RATIFICATION OF PAYROLL AND DEMANDS The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: That the City Council approve Payroll in the amount of $711,417.49; and Demands in the amount of$2,928,593.75. 4. QUARTERLY INVESTMENT REPORT FOR THE CITY OF TUSTIN AND THE SUCCESSOR AGENCY FOR THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY Government Code Section 53646 requires that the Treasurer make an Investment Report to the City Council at least quarterly showing balances by authorized investment and certifying its compliance with the adopted Investment Policy. Recommendation: That the City Council: Receive and file. 5. TRUSTEE'S SALE — AFFORDABLE HOME LOCATED AT 1345 SUN DIAL DRIVE The Tustin Housing Authority is seeking authorization to cure a homeowner default under the City's Affordable Housing Program in the Tustin Field II development. Recommendation: That the Tustin Housing Authority Commission authorize the Tustin Housing Authority to purchase the very low income affordable housing unit at 1345 Sun Dial Drive during the Trustee's Sale, and also authorize the Executive Director, or his designee, execute any required documents, as may be necessary to implement such action as recommended by the City Attorney. The price and terms will be discussed in Closed Session. 6. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE MOFFETT DRIVE (CIP NO. 70230) AND LEGACY ROAD (CIP NO. 70231) EXTENSION ROADWAY CONSTRUCTION PROJECT The plans and specifications for the Moffett Drive (CIP No. 70230) and Legacy Road (CIP No. 70231) Extension Roadway Construction Project have been prepared and the project is ready to be bid. Recommendation: That the City Council: City Council May 16, 2017 Meeting Agenda Page 4 of 6 1. Adopt Resolution No. 17-08 approving the plans and specifications for the Moffett Drive (CIP No. 70230) and Legacy Road (CIP No. 70231) Extension Roadway Construction Project; and 2. Authorize the City Clerk to advertise to receive bids. RESOLUTION NO. 17-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE MOFFETT DRIVE (CIP NO. 70230) AND LEGACY ROAD (CIP NO. 70231) EXTENSION ROADWAY CONSTRUCTION PROJECT AND AUTHORIZING ADVERTISEMENT FOR BIDS 7. AUTHORIZE USE OF THE COUNTY OF ORANGE COOPERATIVE PURCHASING PROGRAM TO PURCHASE AND INSTALL WATER QUALITY DEVICES CIP 10074 Staff is requesting City Council authorization to use the County of Orange Cooperative Purchasing Program to purchase and install water quality devices for the irrigation retrofit portion of the Median Landscape Rehabilitation Project CIP 10074, pursuant to Tustin City Code Section 1625c Recommendation: That the City Council adopt Resolution No. 17-21 authorizing the City of Tustin to use the County of Orange Cooperative Purchasing Program, consistent with the effective date of Ordinance No. 1438 and the amended Tustin City Code Section 1625c, to contract with United Storm Water, Inc. to purchase and install 24 automatic retractable screens at various locations as part of the Median Landscape Rehabilitation Project CIP 10074. RESOLUTION NO. 17-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE USE OF THE COUNTY OF ORANGE'S COOPERATIVE PURCHASING PROGRAM TO PURCHASE AND INSTALL ATER QUALITY DEVICES FOR THE MEDIAN LANDSCAPE REHABILITATION PROJECT CIP 10074 REGULAR BUSINESS ITEM Matters listed under Regular Business are generally proposals for new legislation or items requiring discussion (Agenda Item 8) 8. SECOND READING AND ADOPTION OF ORDINANCE NO. 1481 City Council May 16, 2017 Meeting Agenda Page 5 of 6 Ordinance No. 1481 amends the Tustin City Code to establish four-year terms staggered every two years, and to establishes term limits of two consecutive terms for each commissioner. Recommendation: Have second reading by title only and adoption of Ordinance No. 1481. ORDINANCE NO. 1481 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING AND RESTATING SECTION 1513 OF PART 1 OF CHAPTER 5 OF ARTICLE 1 OF THE TUSTIN CITY CODE RELATING TO CITY COMMISSION TERMS OF OFFICE.
