HomeMy WebLinkAboutCC RES 90-147 1 3 4 5 6 7 8 9 10 11 12 13 14 15 17 18 19 20 25 27 28 RESOLUTION NO. 90-147 A RESOLUTION OF TIIE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE CITY'S 1991-92 APPLICATION FOR HOUSING AND COMMUNITY DEVELOPMENT FUNDS AND AUTHORIZING SUBMISSION OF SUCH APPLICATION TO THE COUNTY OF ORANGE. Whereas, under the Housing and Community Development Act of 1974, as amended, Federal assistance may be provided for the support of Community Development activities which are directed toward certain specific objectives as set forth in the Act; and Whereas, as a City with population of less than 50,000, Tustin's Community Development Block Grant Application (CDBG) is submitted to and funds are distributed by the County of Orange. Whereas, the following steps were taken in preparation of the city's 1991-92 Community Development Block Grant Application: Citizens were furnished with information concerning the CDBG Program, the range of eligible activities, and the proposed use of funds through a Citizen Participation workshop and hearing noticed and held on November 16, 1990. A public hearing to obtain the views of citizens on community development and housing needs was held on December 3, 1990. An application has been prepared for the City's participation in the 1991-92 CDBG Year 17 Program. This information was publicized in such a manner to afford citizens an opportunity to submit comments on the proposed use of funds and the Community Development performance of the City of Tustin; and Whereas, a public hearing on the City's application 1991- 92 Community Development Department Block Grant Application was held on December 3, 1990. Now, therefore, the City Council of the City of Tustin resolves as follows: Section 1: Tustin's 1991-92 Application for Housing and Community Development funds, and the proposed use of funds is hereby approved in the order of prioritization listed. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22I 23 24 26 27 28 I Resolution No. 90-147 Page 2 The submittal shall include the following use of funds: 1. Residential Rehabilitation - $100,000 2. Commercial Rehabilitation - $ 25,000 3. Public Improvement Projects Walnut Street - between Newport Avenue & Orange Street. This project will consist of the construction of curb and gutter, sidewalks, driveway aprons, street paving and the installation of street lights. These improvements will provide street widening, controlled roadway drainage and improved pedestrian safety. The request is $78,000.00. San Juan Street - between Newport Avenue and Orange Street. This project will consist of the construction of curb and gutter, sidewalks, driveway aprons, street paving and the installation of street lights. These improvements will provide street widening, controlled roadway drainage and improved pedestrian safety. The request is $97,000.00. C Street - northerly of Mitchell Avenue. This project will consist of the reconstruction of deteriorated street pavement, curbs and gutters, sidewalks and the installation of new street lighting. In addition to the above improvements, a storm drain system will be installed to improve roadway drainage conditions. The request is $82,000.00. Frontier Park The use of CDBG funds for demolition of the existing restroom building and construction of a new restroom facility. The request is $75,400. Section 2: The City Manager of the City of Tustin or his designated representative is authorized to execute such documents, certifications, contracts, or other instruments as may be required to carry 1 4 ,5 6 7 8 9 12 17 I8, 19 21 22 23 24 25 26 27' 28 Resolution No. 90-147 Page 3 out the City's Community Development Block Grant Program. Section 3: The City Clerk shall certify to the adoption of this Resolution and shall file a copy of said application with the minutes of this City Council meeting.
