CITY COUNCil BADGES
SUMMARY:
This item has been placed on the agenda at the request of Mayor Pro Tem Amante and
Councilmember Davert. Several options are presented for council's consideration.
RECOMMENDATION:

DISCUSSION/BACKGROU N D:
It has been a tradition in the City of Tustin to present all new incoming council members
with a badge, and a new one when elected as mayor and/or mayor pro tem. While these
badges serve no official purpose, other than identification purposes, they are not required to
be issued by the City.
The City Clerk's Office prepared a survey of Orange County cities in response to questions
raised by Mayor Pro Tem Amante and Councilmember Davert. The survey found that 14 out
of 34 cities do not, or at one point stopped, issuing badges to council members. Those cities
include: Costa Mesa, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, La Habra,
La Palma, Laguna Beach, Laguna Woods, Los Alamitos, Placentia, San Clemente, Seal
Beach, and Stanton. Of the cities that continue to issue badges, all but two (Newport Beach
and Santa Ana), retrieve the badges once an elected official leaves office and they are
mounted in a Lucite cube.
Council wishes to discuss the various options available concerning the issuance of badges,
which include:
1. Status quo.
2. Discontinue practice of issuing badges.
3. Approve a policy, resolution, and/or ordinance as deemed appropriate and include one or
all of the following provisions:
Badqe Issuance
. Provide one (1) badge to each incoming councilmember and when elected as mayor
and/or mayor pro tem make necessary changes to same badge, i.e. change title; or
. Provide a badge for each office held and when leaving office all badges issued will be
mounted in a Lucite cube; or
. City to issue five (5) badges to council body - three (3) for council members, one (1) for
mayor, and one (1) for mayor pro-tem. When a councilmember is elected as mayor or
mayor pro tem the former mayor relinquishes badge to new mayor, etc.
Presentation of Badqe Upon Leavinq Office
. Council member to keep the badge(s) issued; or
. Authorize the City to present badge(s) at the end of their term of office. Prior to the
presentation, the City shall cause the badge to be mounted in a Lucite cube.
If the City Council decides to enact a policy concerning badges, the City Attorney's Office will
prepare provisions regarding possession of a badge per City Council direction and any
relevant State laws.
