SUBJECT: SENIOR ADVISORY COMMITTEE AND SOLID WASTE REQUEST FOR
PROPOSAL EVALUATION SUBCOMMITTEE APPOINTMENTS
SUMMARY
Mayor Bone has requested that the following appointments be placed on the agenda for
confirmation.
RECOMMENDATIONS
1. Confirm appointment of Jim Palmer as the City Council Liaison Representative to the
Senior Advisory Board;
2. Designate Doug Davert and Lou Bone as the City Council's Solid Waste subcommittee
to oversee and facilitate the proposal evaluation process and develop a
recommendation to the full City Council; and
3. Confirm appointment of Karol Reedy, a representative of the Tustin Chamber of
Commerce, to serve on the Solid Waste staff evaluation team to ensure that business
interests are represented on the evaluation team.
FISCAL IMPACT
None.
BACKGROUND
The Senior Advisory Board was created to advise Staff on programs for the health and well-
being of senior citizens and to insure that seniors are always a part of the program planning.
Terms for membership on the Board are two years. Maintaining an active Board is a
requirement of the Senior Center Bond Act which provided a $450,000 grant to help fund the
construction of the facility. The City Council Liaison position has been vacant since 2005
when councilmember Tony Kawashima served on the Board. Councilmember Jim Palmer
has agreed to serve on the Board as the City Council Liaison and assume responsibilities
thereof.
On January 15, 2007 the Tustin City Council took action to approve the request for proposal
for Solid Waste Services; approve the proposal evaluation criteria; and approve the proposal
process protocol. The City Council also authorized the Mayor to appoint two City Council
members to serve on the subcommittee.
Mayor Bone has designated Doug Davert and himself to serve on the City Council
subcommittee to facilitate the evaluation process. The City Council subcommittee will provide
a recommendation to the full City Council at the conclusion of the proposal evaluation
process. A staff evaluation team will report to the City Council subcommittee; however, the
Council subcommittee will consist solely of the two City Council members.
It was also recommended that a member of the business community be selected to assist the
City in the evaluation of the proposals. The Mayor has selected Karol Reedy, a
representative of the Tustin Chamber of Commerce, to serve on the staff evaluation team as
a proposal evaluator to insure that business interests are represented on the evaluation team.
