HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: TRAFFIC ANALYSIS AT PROSPECT AVENUE/BENETA WAY SUMMARY The intersection of Prospect Avenue/Beneta Way was recently evaluated to determine if any additional pedestrian improvement measures are needed based on current conditions. It was found that installation of an in-pavement lighted crosswalk system is warranted. An application has been submitted to the California Department of Transportation (Caltrans) for a "Safe Route to School" (SRTS) Grant to fund the project. RECOMMENDATION Pending approval of a Caltrans "Safe Route to School" Grant, it is recommended that the City Council add the Prospect Avenue/Beneta Way Pedestrian Enhancement Project to the City's FY 2007-08 Capital Improvement Program. FISCAL IMPACT The cost to install an in-pavement lighted crosswalk system and other intersection improvements at the intersection of Prospect Avenue/Beneta Way is estimated to be $200,000. An application has been submitted to Caltrans for a "Safe Route to School" Grant which would fund the project with no City matching funds required. BACKGROUND There are currently traffic improvements in place at the Prospect Avenue/Beneta Way intersection which include flashing beacons to warn drivers on Prospect Avenue of the potential for encountering school age pedestrians crossing Prospect Avenue at Beneta Way during school hours. Also, adult crossing guards are provided to assist school children. The children attend both Columbus Tustin Middle School and Helen Estock Elementary School. A recent accident involving a vehicle and an adult crossing guard led to an analysis (available in the Public Works Department and the City Clerk's office) of traffic control at Prospect Avenue/Beneta Way. The traffic analysis included review of warrants for a traffic signal, all-way stop, and in-pavement lighted crosswalk system. Traffic Analysis at Prospect Avenue/Beneta Way February 5, 2007 Page 2 The findings of the traffic analysis show that installation of a traffic signal or all-way stop at Prospect Avenue/Beneta Way is not warranted based on current conditions. However, installation of an in-pavement lighted crosswalk system is warranted and the study recommends that it may be installed in conjunction with the existing flashing beacons, each of which would be pedestrian activated. Although the existing flashing beacons and adult crossing guard.s are appropriate and provide a substantial level of protection for school children crossing Prospect Avenue, a pedestrian activated in-pavement lighted crosswalk system would add an additional level of safety. An in-pavement lighted crosswalk system is an appropriate candidate for a Caltrans "Safe Route to School" (SRTS) Grant and an application has been submitted. Applications were due on January 2, 2007 and project selections are scheduled to be announced in April 2007. If SRTS Grant funding becomes . avaiiable, staff recommends that the Prospect Avenue/Beneta Way Pedestrian Enhancement Project be added to the FY 2007-08 Capital Improvement Program. The project would include installation of an in-pavement lighted crosswalk system, modifications to the existin'g flashing beacons and intersection upgrades to meet the latest requirements of the 'Ameri.cans with Disabilities Act.
