SUBJECT: FEE WAIVER REQUEST FOR THE TUSTIN AREA COUNCil FOR FINE
ARTS (TACFA) - BROADWAY IN THE PARK
SUMMARY
The Tustin Area Council for Fine Arts requested a waiver of staff costs, facility rental
and permit fees for the 2007 Broadway in the Park program at the February 5, 2007 City
Council meeting. The Council requested to continue the report to the February 20,
2007 City Council Meeting.

FISCAL IMPACT
Three City departments provide in-kind labor support to the Broadway in the Park
program. The Parks and Recreation Department provides $3,366 of full time and part-
time in-kind labor. The Police Department provides staff assigned labor at a cost of
$1,100. The Public Works Department provides $460 of staff assigned labor. The total
projected in-kind labor support for 2007 is $4,926.
The fees for facility use of the Dick Edgar Stage and meeting rooms at the Senior Center
amount to $3,930.00. In the past five years this entire amount has been absorbed within
each respective department's budget.
BACKGROUND
At the February 5, 2007 meeting, the City Council requested TACFA's request for fee
waiver be continued to February 20, 2007. The City Council requested additional
information and justification for the fee waiver request be submitted by the Tustin Area
Council for Fine Arts.
The Tustin Area Council for Fine Arts has been responsive in submitting information as
per the Council direction. They have provided additional documentation and cost
analysis, which is included in the attached letter and addenda. This includes, but is not
limited to, financial threshold information, which includes tax returns, financial

statements and an income and expense summary chart. A description analysis of their
program threshold provides for the measurable outcomes in delivering the Broadway in
the Park program. They describe their program operations for this community based
musical theater event.
The Parks and Recreation Department has provided staff support to this all volunteer
organization for a professional production of a Broadway Musical at Peppertree Park.
Attached, please find correspondence from TACFA Board President, Barbara Foster,
which describes the Tustin Area Council for Fine Arts' response to Council concerns
expressed on February 5. In addition, please find the financial addenda, items 1-5.
