HUSTON, CITY MANAGER FROM: LlSA WOOLERY, COMMUNICATIONS MANAGER SUBJECT: PRESENTATION ON 714 AREA CODE SPLIT SUMMARY: Mayor Pro Tem Amante requested a presentation on the alternatives being considered by the CPUC (California Public Utilities Commission). Currently the CPUC is offering three alternatives to divide the area code. RECOMMENDATION: Pleasure of the Council. FISCAL IMPACT: Unknown at this time. If either Alternative #4 or #6 were chosen and Tustin was in the area where 714 was changed to 657, the City would incur costs changing business cards, letterhead, advertisements, databases for water bills, etc. BACKGROUND: The CPUC's proposed splits will be effective for at least the next 20 years. They are planning on splitting the 714 area code and adding 657. When considering the split, the CPUC considers their own designated "prefix areas" not municipal boundaries. Currently the CPUC is considering three alternatives. They are currently requesting comments from governing bodies and the public on these three alternatives. Alternative #4 - Will reduce the size of the current 714 area code region by splitting it in half. Alternative #4 will split Tustin, and a small portion in north Tustin will be assigned the alternate area code. Page 2 Alternative #6 - Will reduce the size of the current 714 area code region by splitting it in half. Like Alternative #4, Alternative #6 will split Tustin, and two small portions in north Tustin will be assigned the alternate area code. Alternative #5 does not propose a regional split, but an overlay. An overlay requires all new number requests in the current 714 area to be assigned with the 657 area code. Different area codes could be assigned to numbers at the same business or home. Long distance calling charges will remain the same no matter which alternative is chosen. As you know, the City of Tustin has already been affected by area code splits as part of our City is in the 714 area code and part of it is in the 949 area code. On behalf or the City of Tustin, I respectfully request the commission not to burden Tustin with another split within our city limits. Both Alternative #4 and Alternative #6 would cause that division. Our preference in introducing a new area code to the 714 region would be to implement the overlay. This would cause the least impact to Tustin's existing residents and businesses.
