SUBJECT: TUSTIN LIBRARY PROJECT
SUMMARY
A status report has been requested on the Tustin library Project.

No fiscal impact associated with this status report.
BACKGROUND
At the City Council meeting of January 22, Councilman Kawashima asked for a report
on the status of the Tustin library Project. The following is the current status of the
Tustin library project:
. Demolition of a portion of the future Tustin Library site along Preble Drive was
recently authorized by the City Council under a separate contract. Demolition began
on January 8, 2007. The expanded site has been secured, Preble Drive between
Main and Third Street has been closed, and demolition work for the adjacent
properties along Preble Drive was completed on February 8 with a close out of the
contract likely in early March.
. The majority of acquisition related tasks for assemblage of the site have been
completed with relocation payments still being made on a number of the properties
as required by law. The City Attorney's office is also continuing its discussions with
representatives for Cathy's Kids to close out purchase of personal property items
and the tenant's goodwill claim.
. The City Council at their regular meeting on December 4, 2006 authorized the hiring
of Griffin Structures, Inc. as a construction manager for the project. Contract
documents and insurance verification has been completed and the consultant was
given a notice to proceed on January 24, 2007. Prior to a final 100% plan check
submittal of final plans and contract documents to the City by the architect, Field
Paoli, the construction manager is completing a constructability analysis to be
completed over the next several weeks.
. Field Paoli is approximately 900/0 completed with plans and contract documents. City
staff expect to see a 100% submittal of plans and contract documents in the next 2-3
weeks.
. Final plan check will take approximately 3 weeks, with completion estimated
sometime in early April.
. The City Manager and Finance Director are continuing to explore additional funding
possibilities to close the current funding gaps for the project (including a possible
major corporate sponsorship and potential interim financing), particularly in the
context of other immediate City cash flow needs. Complete project funding will need
to be guaranteed prior to any staff recommendation to the City Council for approval
of plans and contract documents and authorization to formally bid the project.
Staff will be available to respond to any questions regarding the project at the February
20th City Council meeting.
