AWARD OF CONTRACT FOR CONSTRUCTION OF THE TUSTIN
LEGACY PORTAL ENTRY AT RED HILL AVENUE AND VALENCIA
AVENUE (CIP NO. 1046)
SUMMARY
Bids for the Tustin Legacy Portal Entry' at Red Hill Avenue and Valencia Avenue (CIP
No. 1046) have been received and a construction contract is ready to be awarded.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Tust~n
Legacy 'Portal Entry at Red Hill Avenue and Valencia Avenue (CIP No. 1046) to Jeff
Tracy, Inc. dba Land Forms Landscape Construction, Inc., the lowest responsible and
responsive bidder in the amount of $466,946.00 and authorize the Mayor and the City
Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Cost for construction of the Portal Entry Sign in the amount of $204,000.00 will be
funded by bond proceeds from Community Facilities District 06-1. The remainder of
construction costs for landscaping and irrigation in the amount of $262,946.00 will be
funded from the Tustin Legacy Enterprise fund.
BACKGROUND
Bids were opened on February 6, 2007. There were five (5) bids received and the
results are summarized as follows:

· Green Giant Landscape, Inc., La Habra ............................................$482,950.00
· Diversified Landscape Management, Inc., Riverside ........................$487,032.20
· Lehman Construction, Inc., Tustin ....................................................$585,686.00
· Vido Samarzich, Inc., Alta Loma .......................................................$678,000.00
The references and the State Contractor's License for Jeff Tracy, Inc. dba Land Forms
Landscape Construction, Inc. have been checked and are appropriate for the subject
project. Their bid is approximately 80/0 below the engineer's estimate of $507,758.

This project will include enhanced landscaping and the Tustin Legacy identification sign
previously approved by the City Council. Tustin Legacy Portal Entries have been
identified in the MCAS Tustin Specific Plan to occur at major intersection points of
community arterials. The purpose of the Portal Entries is to create "arrival points" or
"gates" to the community.
