SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION
TO FilE THE NOTICE OF COMPLETION FOR THE LIANE LANE,
VALHALLA DRIVE, AND HIGHVIEW DRIVE WATER MAIN
REPLACEMENT PROJECT (CIP NO. 6154)
SUMMARY
Construction of the Liane Lane, Valhalla Drive and Highview Drive Water Main
Replacement Project (CIP No. 6154) has been completed to the satisfaction of the City
Engineer and is now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 07 -27 accepting the Liane
Lane, Valhalla Drive, and Highview Drive Water Main Replacement Project (CIP No. 6154)
and authorize the recordation of the Notice of Completion, and direct the City Clerk to:
1. Release the labor and Materials Bond not sooner than thirty-five (35) days after the
date of recordation of the Notice of Completion; and
2. Release the Faithful Performance Bond not sooner than one year after the date of
recordation of the Notice of Completion.
Assuming no claims or stop payment notices are filed, it is further recommended that thirty-
five (35) days after the date of recordation of the Notice of Completion, the City Council
authorize payment of the final 100/0 retention in the amount of $51,760.48 to West Valley
Construction Company, Inc. The total final construction contract cost for the project is
$517,604.79
FISCAL IMPACT
The final construction contract cost for the Liane Lane, Valhalla Drive and Highview Drive
Water Main Replacement Project (CIP No. 6154) is $517,604.79.The project was funded by
the City's Water Capital Improvement Program (CIP No. 6154) budget.

Project construction, along with design and construction management, has increased the City's
infrastructure assets by $677,791. The increased infrastructure valuation will be added to the
City's infrastructure inventory as required by Statement 34 of the Governmental ,Accounting
Standards Board (GASB 34). Detailed cost information is shown on the attached GASB 34
Infrastructure Inventory Valuation Forms.
BACKGROUND AND DISCUSSION
The construction of the Liane Lane, Valhalla Drive and Highview Drive Water Main
Replacement Project (CIP No. 6154) was completed on November 1,2006. This project is part
of the City's Water Capital Improvement Programs scheduled upgrade and replacement of the
water mains as recommended in the City's 2000 Water Master Plan. A total of 2620 feet of new
eight-inch class 200 PVC pipe was installed to replace existing undersized six-inch lines. As a
result of this project, 10 new fire hydrants were installed to improve fire protection for Liane
Lane, Valhalla Drive and HighviewDrive residents in this remote portion of the City's water
distribution system. All of the work for this project has been completed to the satisfaction of the
City Engineer and is now ready for City Council acceptance.

RESOLUTION NO. 07-27
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE CONSTRUCTION OF THE LIANE LANE,
VALHALLA DRIVE, AND HIGHVIEW DRIVE WATER MAIN
REPLACEMENT PROJECT (CIP NO. 6154)
WHEREAS, West Valley Construction Company, Inc., having a contract with the
City of Tustin to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and i'mprovement should be 'filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:

Water Main Replacement Project
(CIP No. 6154)
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 20th Day of March 2007.
