HUSTON, CITY MANAGER FROM: PATRICK SANCHEZ, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: PRESENTATION ON THE CURRENT DEVELOPMENT PHASE OF CITRUS RANCH PARK (PROJ. N0.2046) SUMMARY A report by the Director of Parks and Recreation Services on the current status of the Ca ital Improvement Project No. 2046 Citrus .Ranch Park. It provides a review of the p .. desi n development plan, a review of modified options, and a projection of Park Fund g balances. RECOMMENDATION Direct the Communit Services Commission to review the three preferred options and y return to the City Council a recommended preferred option. Following the Community Services Commission recommendation, the City Council will receive a staff report which would include the Adoption of the Resolution to Approve the Environmental Impact Report and Approval of Plans and Specifications. FISCAL IMPACT The Engineer's Estimate to complete the improvements for the original Option I of the Citrus Ranch Park is $8.9 Million. The current Park Fund balance as of March 30, 2007 is $11,449,971. The recommended Capital Improvement Project fund appropriation for FY 2007-08 for the completion of the project is $7,441,374. Additional options to reduce the scope of work to meet current project appropriations have been identified and are ready for review. BACKG RO U N D The ark site is located on a roximately 16.9 acres in the east Tustin Ranch area and is p pp bounded by Tustin Ranch Road on the north, Portola Parkway on the east, and Jamboree Road on the south. Residential development and the Tustin Ranch Golf Course border the property on the west. Residential development exists across each of the streets that bound the site. The Master Plan ,consensus originally had plans and specifications prepared for the entire site. The Engineer's Estimate at $8.9 Million has escalated due to modifications to the Page 2 irrigation plan for the citrus grove, construction cost increases, and additional inter-agency rules and regulation requirements affecting the park site. The original scope of work forthe complete development included in Option 1 includes: • The renovation of the grove • The full new irrigation of the grove • The North Phase fully improved • All street and entry improvements • All utilities, sewer, electric domestic and reclaimed water • Import quantities forfull grading plan • Perimeter fencing for all 16.9 acres • The retaining wall in the North Phase • Full landscape palettes • The North Phase picnic shelter • The north parking area of 33 spaces • The north playground of two age group areas • The south playground of two age group areas • The north trail system • The north open lawn play area • The north picnic area satellite facilities • The flight control access and pad improvements • The vista point overlook • Two hillside rest area improvements • The central trail system • The entry retaining wall • The south parking lot of 65 spaces • The drop off tum around circle near the park entry • The South Phase picnic plaza and hardscape • 610 sf restroom and storage building • The South Phase trail connection • The South Phase small shade structure Due to the effect on other Capital Improvement park projects, the current park funding balance is inadequate to support future development and park improvements as identified in the Seven-Year Capital Improvement Program. Future park projects include, but are not limited to: • Tot lot renovation projects City wide • The improvements to the Tustin Legacy Community Park • Support projects for other Legacy park improvements • Renovation of existing facilities We have requested our Architect, RJM Design Group, to return to us two additional options, which could significantly reduce the total cost of the Citrus Ranch Park project Page 3 improvements. These options include: • The deletion of some .picnic and shade structures • Phasing certain park improvements • A different approach to the renovation, elimination, or modification to the citrus grove portion of the park. Staff is requesting that all of these options be reviewed in a community workshop by the Community Services Commission. Following their review, a recommended option to maximize the patron utility of Citrus Ranch Park, yet provide for a responsible financing plan for the utilization of Park Development dollars will be returned. In all three option scenarios, minor modifications to the existing plans and specifications would be completed in a relatively short time frame.
