SUBJECT: AWARD OF CONTRACT FOR CARPET PURCHASING, REMOVAL AND
INSTALLATION AT CITY HALL (CIP NO. 1032) UTILIZING THE CALIFORNIA
MULTIPLE AWARD SCHEDULE (CMAS) BID PROCESS
SUMMARY
Approval of Resolution No. 07-38 will authorize the award of a contract to Shaw Industries, Inc., dba
Shaw Strategic Solutions Group for carpet purchasing, removal and installation at City. Fall (CIP No.
1032) using the California Multiple Award Schedule (CMAS) bid process under the General Services
Department of the State of California.
RECOMMENDATION
It is recommended that the City Council approve Resolution No. 07-38 authorizing the award of
contract to Shaw Industries, Inc., dba Shaw Strategic Solutions Group for carpet purchasing,
removal and installation at City Hall (CIP No. 1032) using the CMAS bid process under the General
Services Department of the State of California.
FISCAL IMPACT
The FY 2006/2007 Capital Improvement Program (CIP) Budget provides $160,000 for replacing the
existing carpet at City Hall (CIP No. 1032). The total proposal amount from Shaw Industries, Inc.,
dba Shaw Strategic Solutions Group under the CMAS contract is $ 148,504.68.
BACKGROUND
The FY 2006/2007 CIP budget provides $160,000 for carpet replacement at City Hall (both first and
second floor) and the Police Department Administrative Offices (second floor). The existing carpet
was installed with the construction of City Hall, approximately 14 years ago, and is in need of
replacement.
Each year the State bids and awards material and equipment contracts to various contract/suppliers
throughout the State. Since the State buys in large volume they are able to receive a more
competitive price for materials and equipment than the City. Staff investigated the CMAS Program
and found that Shaw Industries, Inc., dba Shaw Strategic Solutions Group had submitted a
competitive proposal for carpet purchasing, removal and installation under that Program. Staff also
contacted the staff at the County of Orange and the City of Yorba Linda and found that both
agencies have used the CMAS Program successfully for their carpet installation using Shaw
Industries, Inc., dba Shaw Strategic Solutions Group's proposal. Both agencies were happy with
the product and installation process and highly recommended Shaw Industries, Inc., dba Shaw
Strategic Solutions Group forthe work.

The City staff also visited the installation site at the County of Orange and was satisfied with the
product. Therefore, staff concludes that the most cost effective way to replace the carpet is to use
the CMAS Program and to award the contract to Shaw Industries, Inc., dba Shaw Strategic
Solutions Group.
Approval of the attached resolution allows the City of Tustin to utilize the State's purchasing
program to replace the carpet as specified at a competitive price without going through the formal
bid process. It also authorizes the award of contract for the carpet purchasing, removal and
installation at City Hall to Shaw Industries, Inc., dba Shaw Strategic Solutions Group in the amount
of $148,504.68. The State charges an additional 2.24% of the total contract as their fees for
providing this service.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
AUTHORIZING THE AWARD OF CONTRACT TO SHAW INDUSTRIES, INC., DBA
SHAW STRATEGIC SOLUTIONS USING THE CALIFORNIA MULTIPLE AWARD
SCHEDULE (CMAS) BID PROCESS UNDER THE GENERAL SERVICES
DEPARTMENT OF THE STATE OF CALIFORNIA
WHEREAS, the City has need to purchase and install various material, supplies and
equipment in order to conduct the operations of the City; and
WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorized the State of
California to purchase materials, supplies and equipment if it can be acquired more cheaply or
efficiently by the State;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California
does hereby authorize the award of contract to Shaw Industries, Inc., dba Shaw Strategic Solutions
Group for carpet purchasing, removal and installation at City Hall using the California Municipal
Award Schedule (CMAS) bid process under the Procurement Division, Department of General
Services of the State of California and authorize the Mayor and City Clerk to sign and deliver all
necessary requests and contract documents for and on behalf of the City of Tustin.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council on the 17th day of
April 2007.
