SUBJECT: APPROVAL OF CONSULTANT SERVICES AGREEMENT FOR THE
PREPARATION OF A RISK MANAGEMENT PLAN (RMP) UPDATE
SUMMARY
Approval of a Consultant Services Agreement with Tracer Environmental Sciences and
Technologies, Inc., to provide consulting services to update the City's Risk Management
Program (RMP) Program 2 Prevention Program for all City water treatment/production
facilities.
RECOMMENDATION
It is recommended that the City Council approve the Consultant Services Agreement with
Tracer Environmental Sciences and Technologies, Inc., to prepare a Risk Management
Program (RMP) Update for the not to exceed amount of $15,160.00 and authorize the
Public Works Director and City Clerk to execute the Agreement on behalf of the City subject
to approval by the City Attorney.
FISCAL IMPACT
The project cost is $15,160.00. Adequate funds are available in the Public Works
Department Water Division's Operating Budget (70-452-6010).
BACKGROUND
California law requires the City to prepare a Risk Management Program (RMP) Program 2
Prevention Program to prevent catastrophic releases of explosive, toxic or reactive
chemicals. The regulation requires users of hazardous chemicals, above threshold planning
quantities, to comply with prevention programs. A key requirement is to develop a RMP to
prevent accidental releases of chlorine at water treatment facilities in affected jurisdictions.
The current RMP is required to be updated due to changes and upgrades to the City's water
treatment/production facilities.

In December 2006, CTWS sent out requests for proposals to six qualified consulting firms;
two proposals were received. Staff recommends that Tracer Environmental Sciences and
Technologies, Inc. be selected to prepare the RMP update based on past experience with
similar projects for snot-to-exceed fee of $15,160.00. The following is the anticipated
schedule for the project:
