BACKGROUND
Pursuant to recent case law, the City Attorney has determined that the City must comply
with the requirements of 1996's Proposition 218 in order to set solid waste rates.
Proposition 218 requires the City to conduct a formal protest hearing so that all property
owners will have the opportunity to comment or dissent on residential and commercial
solid waste rates.
Single family residential fees are currently placed on the Assessor's Tax Roll. This is
the last year that residential rates will be placed on the property tax roll. The new
contract requires a transition to hauler billing in 2008.
Set a Public Hearing for June 19, 2007 Pursuant to the Requirements of Proposition
218 to Consider the Establishment of Solid Waste Rates and Placing Residential Solid
Waste Rates on the FY 07-08 County Property Tax Roll
