MEETING DATE: JUNE 19, 2007
TO: WILLIAM A. HUSTON, CITY MANAGER
FROM: PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION
SUBJECT: PUBLIC HEALTH GOALS (PHGs) 2004-2006 REPORT
SUMMARY
Provisions of the California Health and Safety Code specify that water utility systems larger
than (>10,000 service connections) prepare a report every three years and conduct a public
hearing to give customers information on levels of contaminants in the drinking water. Staff
is requesting that the City Council set a public hearing for July 3, 2007.
RECOMMENDATION
It is recommended that the City Council set a public hearing for July 3, 2007 at 7:00 p.m. to
accept and respond to public comments on the City of Tustin Water Services' 2004-2006
Public Health Goals Report.
FISCAL IMPACT
None.
BACKGROUND
California's Health and Safety Code specifies that water utility systems larger than (>10,000
service connections) prepare a report and conduct~a public hearing if: 1) the system has
contaminants above the public health goals (PHGs) adopted by the California Environmental
Protection Agency's Office of Environmental Health Hazard Assessment (OEHHA); or 2)
contaminants occur above the Maximum Contaminant Level Goals (MCLGs) adopted by the
United State Environmental Protection Agency (USEPA). Additionally, the report is intended
to provide consumers the cost to totally eliminate contaminants from a system's drinking
water regardless of how minimal the risks may be. In Tustin Water Services' case, no cost
estimates are provided because no system changes will be required.
